I'm guessing that Riot has enacted that rule to get new blood into the scene. It's the only reason I could think of for making such a rule. Although, that rule could potentially be partial fall out from the Jatt and CLG/Lapaka situation. I think it's the latter. Reading Riot's rules, it's in the reddit thread, it makes sense. I guess Riot doesn't want people already on other teams subbing in for existing teams. Too much potential problems to deal with. It makes sense to me.

I definitely support Riot's decision on substitute players. Pro team rosters should be locked in unless they officially exit the team. Substitutes should not be players with existing ties to an established teams.

Also, I can keep track of the NA scene since I play on NA and I talk to various people frequently.
I need someone or a team to keep me updated on the EU scene. I'll review the content but I'd like to just incorporate your work into the OP in the end.

Basicly what needs to be done is this.
You get a certain ammount of slots, this needs to be decided by riot. lets say 8 for the sake of argument (there should be more).
These eight slots can be filled by any player. I've made a chart to explain how I feel
Clarification of chart.
Your first task is to set up a rooster of players, in this example 8. When your 8 players have all been cleared (not being members of other teams ect ect). A Team Leader will be selected he has two important jobs.
1: He is the only one that gets to talk to Riot staff or tourney staff when it comes to major concerns or decisions. IE you don't get your leader to ask someone where the bathroom is, but if you want to contest the rules you have to go via the leader. This means there can't be mixed messeges sent between tourney staff and teams, have both leaders get the same statement and that's it. This means that if there is ANY confusion or dispute there are only 2people that need to be present.
2: Your Team Leader will choose the other 4 or the entire 5 depending on if he is a player or not (or he might set himself as a sub). of the Original Line up, the Original Line up is the ideal team that you want to have out on the field and hence 5 players you know you will be using alot during the tournaments. These 5 people becomes locked to this team for the entire season.
Reasoning: You are going to pick those 5 players for a reason, they are the best team you can muster. By locking them in for a season it means those 5 needs to muster professional work ethics. IE even if they have pety fights with each other they know that they are stuck for at least one season and will therefor be more prone to stick together.
After this the the rest of the rooster becomes Transfer Lock. That means untill the next transfer window (more common than a season) they are locked to your team. This means that if they are not used, your subs can be traded out for other subs in the transfer windows. HOWEVER if your subs are frequently used in matches they will be locked for the season,
Reasoning: Subs is a joke right now, people are being drawn in left right and center. This way you will have your subs outlined from the start. It also means more competion for the subs, a carrot to get better. Once you are locked for the season your team is going to want to use you as much as possible, simply because locking in all your subs could put you at a dissadvantage.
Obviously there are things that will need tweaking such as Rooster size, Season length and transfer length. This was just an example to fit the graph.
This I feel will promote a professional way of making sure that people take things seriously. This is their job, if they want to fuck about do it on their stream. In our tourneys we keep our ship tight and we run smooth sailings all around.

I don't really agree. I think teams should be allowed one or two subs regardless because there are so many circumstances in life and also, I feel like having a sub is a disadvantage to the team; I mean no matter how good the player is, if they're not used to playing with the team then the chemistry and communication should hurt more than the skill of the sub. Though there has to be a limit because you obviously don't want people subbing all the time, just under special circumstances where the whole team is still going, but maybe one core person is missing.
If the same rule existed for wcg, we'd have missed out on a lot of players and I understand that's a different circumstance because it's a country vs country thing, but I'm really glad I got to see a lot of the pro players playing there and in the end, it worked out. I had dignitas as favorites just because they had their entire team, but they didn't play as well as usual. Then CDE kind of put on a LoL clinic.

IEM Kiev updates - Curse will replace Goose, their lineup atm will be Liquid112, Cop, SYDTKO, Nyjacky and a 5th (they need a jungler still) - CLG.eu (former mTw AL) won't be able to attend IEM Kiev due to disputes with the mTw organization. Wickd and co won their berth under mTw, who "owns" the seed. mTw isn't willing to relinquish their seeding and mTw does not have a team to send. As a result, the next team in line who qualified is SK. - Final attendance for Kiev should be: aAa, Dignitas, TSM, SK, Curse, White Lotus, Moscow5, iG
