I'm almost afraid to post this, worrying that the problems will start up again in 5 mins. Still, the stream went from unwatchable at 240p to smooth at 720p as soon as I tried this. :S

There's a useful website for checking out internet issues if you suspect it's somewhere between you and the site, but not either party's fault: http://www.internetpulse.com That site collects information about the different backbone servers connected across the area and tells you which connections aren't working well.
I checked the site when MLG Dallas was eperiencing problems, and I noticed that XO's connection to Cogent was quite bad, and as it turns out XO is based in Dallas, and is an ISP... Now, considering that The guys at MLG said that the battle.net issues were tied to a local ISP, I'm pretty sure that is a perfect example of why that site is useful.
What you need to do is use a tracert command to see which servers you are being bounced through between your ISP and justin.tv's server and then check if any of those are having a problem.
Considering this problem, I don't think that this will help you now but it's definitely a very useful site for helping diagnose internet issues.

cant even tracert justin.tv 
after the 7th hop, all i get is * * * request time out. i am able to tracert ustream.tv tho, but i have no complaints about them

I just used the vpn from my University and it works without any lag whatsoever. So it actually is a bad route that my normal ISP takes. Is there any reason to tell my ISP that they have a bad route or do big ISPs just ignore their private clients?

Justin.tv is fine here in UK
read what OP is saying
Its not a general bandwidth problem it is packet loss - ther will be somethign that his ISP is doign or somthing on the way that is broken
Get a really good tracing program and look for loop backs ... tracert doesnt report on them

i have the exact same issue and I also use Comcast. 20 mbit in Minnesota I think it may have to do with Comcast's connection to Justin.tv

wish i could just ping/traceroute jtv myself :\ then i would know where the problem is

i had lag aswell, picture freezed every 5 seconds. this started this week. than i installed hotspot shield wich gives me a us ip, now streams runs smooth.

i have insane lags aswell during the last 2 days...just on justin.tv...the other streams are running well.

Something must have happened yesterday. I tried to tune in to some streams on j.tv but everyone lagged as hell.
As it's j.tv, i didn't worry too much about it and watched streams on other hosters. I hoped they would solve their problem soon.
But today it's still the same. Carn, Whitera, Lz, Fargo, Slush, Vibe... i tried all the featured streams on j.tv and all lag the same way. Even on 240p.
As naikk has no problems while using an US VPN, there might be only a local problem for EU viewers.
I'm glad there is at least one featured that doesn't use j.tv. I'll watch Mana and hope j.tv get's everything fixed soon.

i and many others are from the united states and have this same problem
i think one of the biggest things i wanted to stress in this thread is that it ISN'T only Europeans that have this issue
but, you say it just happened yesterday and never before then?

For what it is worth, I am having similar problems to yours. It doesn't sound like you are having an isolated issue. Using lower quality makes it better, but doesn't eliminate the problem, making me think that you're on to something.

Okay so, for what it's worth, I'm gonna give my 2 cents here.
I sometimes experience this too, mostly when i try to watch NASL live.
like today - I've been having utter lag, the last 30 minutes.. like, 2 seconds of video/audio, and 5 second break.
I tried going directly to jtv, went down to even 240p, no difference.
Refreshing the window, with no effect.
After running for about 10 minutes, it got a bit better, but maybe like 4 sec of audio/video, 4 sec break.
At this point i just switched the stream to "best", and back to 720p, and now it runs smooth, no lag at all.
Now I'm gonna try this out a bit more, with trying to change the quality, and see how it goes.
My theory kinda goes on something like, every time you try to access a stream, you get delt to a server which at that point in time, shows a good enough connection, to stream what you request.
Now if you just keep requesting the stream over and over, eventually you will get delt to a server which consistently delivers a good connection for you.
I don't know if this just is a 1 time quincidence, so I'm gonna test it out a bit more,
