This is also really dumb, but maybe your laptop has Optimus (switchable graphics) and somehow you're running on Intel's integrated graphics rather than the GeForce 310M?

He has problems with 2v2's on the lowest settings (graphic and resolution)... It's like 1-2 fps.

Does it make a difference that he uses a 32inch LCD TV as his monitor plugged in with vga?

He is running a pre-TLB fix Phenom and a budget-level GPU. I would clear the variables.txt file, hard set to Low/Low, and go from there (there's a tweaked low-settings thread on this forum). Don't really know what else to suggest, as the older Phenom1's were barely better than A64 X2's.
