If Ustream asks for your webcam/audio then FMLE isn't sending the stream to ustream correctly. Close the browser window with the Ustream broadcaster in it. Go back to FMLE and stop the stream. Finally, DISCONNECT the stream by a button on the right side of FMLE. Start the stream again, it will reconnect automatically. Don't connect the stream manually, just hit the big green Start button on FMLE.
Finally, start the broadcaster. Only start the broadcaster AFTER FMLE is streaming.

If the stream is super laggy and your computer is ok, that means your internet connection can't handle the stream. Try using lower settings. I had to do an input res of 1920x1080 but an output res of 1024x570 ish. You may have to go even lower too, my internet is pretty beastly and I still couldn't get max res.

I'm using an AMD Phenom X4 965 Black Edition. It is an equivalent processor to the i5. I recommend AMD processors if you're on a budget, they run a little cooler and cost a little less for the same performance. Intel though has the best high end processors of course because AMD isn't even in that market.

This truely depends on the capabilities of your video card. Some video cards have no problems in windowed mode, others do.

The best way to do this is offline. You can use this same setup and send the FMLE output to a file. Just set your video output to max settings. Another easier way if you don't want to set all this stuff up is a program called FRAPS.

Still having problems with ustream, I had a input size set to 1280 x 1080, output size 800 x 674, bitrate of 500. When i start sc2 everything is running smooth. When i have a friend check my stream its only showing a different frame everyone 2 -3 seconds. The quality of the stream is great but its just not smooth at all. help plz :D

same thing is happening to me. no matter what I set the fps to or what I set the resolution and bitrate to my friends say its really choppy.

Unfortunately it sounds like you both have kinda crappy internet connections. Take the test and post your results:
choose a city closest to you and choose "copy forum link" at the end.
Alternatively, don't use VH Screen Capture, use manycam... its very simple to use, no directions needed.

Ugh, is that the $96/month plan?
Theoretically it should be enough for a 800x600 resolution stream, but try dropping your bitrate to 300 and FPS to 15.. Work your way up from those numbers until you see choppiness again.
BTW I'm just guessing here.. I really don't know how different internet connections affect streams.

If you're not going to be broadcasting in high resolution, use Livestream's Procaster. Easy, painless, fairly OKAY quality. If you have a fast, modern processor and want to try high resolution streaming, follow OP's guide.

If you want to broadcast in high definition, you're gonna have to broadcast at a high bitrate. You'll need 1000 - 2000 Kbps to stream at a resolution higher than 640*360

If you read the first two paragraphs I've covered the reason for the guide. Livestream has been crapping out on -EVERYONE- lately. Thus the mass exodus to ustream. I personally prefer Procaster myself due to ease of use, but if the end product is choppy and laggy due to livestream's servers then no amount of adjusting the source will fix it.
If and when livestream gets their act together I'll be first to jump ship.

this thing is pretty sweet. You can stream video from your iPhone too with the UStream app
EDIT: And if you have a jailbroken iPhone you can screen share via UStream

nope that's correct, when you try to watch your stream while streaming it gets kinda screwed up. Especially the audio.

I can't get VH Screen Capture to work. I open it, press the "Create new one" button, and then it just closes again. Anyone know what to do?

Okay I installed the 32bit version, which seems to work fine. Odd since my system is 64bit.
Edit: I guess I could have just edited my first post to say that. Well that's too late now.
