Does this mean anything beyond likely Reynor playing in WTL?
I’m still hoping to see one of the big foreign hitters have a proper crack at Code S, although I don’t know if this moves the needle in that direction at all

Reynor stated he would have liked to, COVID got in the way. He also just spent months living abroad alone, I think there's a decent chance he plays in Code S again.

Well, INno had fantastic performances in the WTL, see (World Team League/2021/Summer/Statistics) for example. 19-5 in the regular season right behind Solar at 19-4, and he all-killed Shopify Rebellion which were already very solid back then. Reynor is very good but it has been clear in the latest season (2021-2022) that he is usually peaking for the World Championship, whereas for WTL you need to be good all year long.
However, if he really left Qlash because he wanted to take part in WTL, it is very much possible he will try his best to be more regular in his performances? I'd still rather have a veteran like INno in my team than Reynor, but that's indeed more like a personal opinion than "obvious" / almost fact opinion

Reynor is a pretty consistent player, usually consistently great; there are, however, moderately long periods in which he underperforms, the last one so long that we could call it a slump. As you mention, it's unlikely that Reynor would join WTL and disregard training so I expect him not to perform worse than Inno would.
