Of course it has the tendeny to imbalance so it would need some times to balance it ( of cousre beta server).
An other idea could be to give raven's seeker missile a similar effect like emp but much lower in impact.

Honestly. The Weapon combination will make a Terran go crazy with BC late game vs Zerg. which will make me a sad panda as a toss cause thats dumb. I still think Protoss needs a small buff defense vs Terran early game.

By the way, these test maps are incredibly useless for feedback. It's always just a PR move.
I have played dozens of games in the past, not one of them being relevant to balance because of the skill difference present.

How about removing vipers that basically say "You are not allowed to play Tanks/Collosi vs Zerg" if he has them?

And that's because the siege tank NEEDS a buff. Not because buffing whatever is always the better choice.
I mean, by your logic, keeping kaydarin amulet in the game would have been fine.

Also it's much easier to do balancewise. Say a unit that is extensively being used in every matchup is overpowered. Are you going to destroy every playstyle ever figured by nerfing that unit, or do you give the other races the tools to deal with it/those playstyle?

I've always been curious about letting Zerg get +3 upgrades with a lair as opposed to a hive. I think the upgrades would still progress similar to the other races

Terrans already aren't building factory units (ones that benefit from upgrades, anyway) in TvZ and mass viking transitions aren't really a thing anymore due to the general lack of brood lords in the matchup. Any kind of BC transition would start at 0/0 and take forever to get to 3/3, not to mention BCs aren't even that good against Zerg, and certainly not as good as the bio/mine armies we already play with.

That thing was a little silly, but if the HT came in with a 20 second cool down on storm it might have been ok. Then you could have kept the crazy AOE on EMP.
