Yes, that is correct, but the same group of people who are dealing with TI3 are the people what would be setting up these videos. TL does not have unlimited staff.
They will get to making the funny youtube videos at some point, but its freaking busy for Esports teams right now.
It's going to be busy year round though, and EG obviously has enough staff to manage both their teams and marketing at the same time as they do all the time with the videos and such.
I'm not too terribly concerned about this tier stuff but I can see why people would be upset It's taking so long.

Well MLG was a big question mark up if SC2 was even going to be there, so that wasn't really a good place to plan a pizza party. I think they want to plan that out a bit more than 2 weeks before hand.
As for the issues with EG having enough staff, the next teir is the EG, TL, ROOT cross game match, which will likely include their dota 2 teams as well. Since IT3 is coming up a couple of weeks, that is going to put a damper on that.
Honestly, I'm more interested in knowing if the whole campaign made Papa John invest in these teams or not. I don't care about the AMA, the videos and the fluff.

Would of been better if 1 dollar was split amongst the team.....mostly because the prizes are turning into a joke. What a year from now they going to suddenly pop up "hey guys remember that pizza thing a year ago? Well heres your prizes!" no one will care at that point.

i think a genuine sentiment i had was whether or not the marketing attention was great enough to warrant further cooperation or sponsorship in the future between papa john's and US teams. it would certainly make sense to have an esports favourite pizza as nerds eat a lot of pizza.

This can depend. I work for a company that is extremely large and does things extremely quickly--but my last company (also large) took forever to do anything close to significant. In my current company we could knock this out in a week or two.

I respond almost immediately to e-mails and work for a Fortune 100 company. You take 48 hours to respond and you've already lost business to your competitor. Compeitition is absolutely cutthroat for most companies, despite what people think about price fixing and price gouging.
