I see this being practical if there somehow were not enough keys on the keyboard for you to execute your commands. However, there are extra keys, and not everyone uses the entire set of tools allotted to them. Before introducing a new "key", if you will, let's fully utilize the keyboard first!

There are versions of these already out that look way cooler. I thought of this years ago while I was playing World of Warcraft because I wanted a push-to-talk button that didn't require me to use a keyboard key. I used several keyboard shortcuts such as ctr+1, ctr+2, shift+1, shift+2, etc..... ingame mostly for skills.

Anyway, the point is that I eventually hooked up a Nostromo gamepad and used one of the corners buttons as my switch. Worked pretty well. I would hold my foot down sometimes on accident while doing something and sometimes my guild would hear me singing or humming along to my music... haha.

The problem I could see with starcraft is that people don't have very good hand-food coordination; In fact, this type of thing takes years to develop - Just look at any modern rock drummer, or ask anyone who knows how to play a musical instrument that's not drums, and has tried to play. The foot pedal is really hard because you have to move it independently of your hands, sometimes in rhythms that even accomplished piano players can't do.

I'm a drummer so I'd probably be able to use this. But I wouldn't; it feels kind of like cheating. I like to stay true to how the game was intended to be played

this must be a troll, there's no way anyone thinks this is actually a good idea. im not even sure if that pedal is connected to his PC, it look suspiciously like a drum pedal to me. there's no way that any gaming kit would have such a huge moving part that was completely unnecessary
but maybe he genuinely finds it useful and im just wrong
