The updater was put there so people may not need to keep re-downloading the file every release (and it used to get released pretty often if you look at the change/release log).

Please make sure you extract all of the files rather than opening them. The updater problem may occur if the extras folder is not in the same folder as the Stronger Team Color Installer.exe file.
