Well he started off as analyst (along side Martinez) and for British viewers hes kinda the face of liga news. Heck when I was a kid he was still there and we used to get sky coverage sold to the regional cable networks. Were talking 15-17 years

We laugh at him too don't worry he always gives these breaking news stories when everyone already knows its happening. But he does have "some" contacts still though in Spain, he was very good on the Bale transfer deal, but then he was pretty sure last summer Xavi was off etc and he didn't go anywhere.

Not sure about rules in other countries but in Germany some (all?) 2nd squads of the Bundesliga teams are U23-teams which are allowed to field 3 players older than that.

here I dont know if there are U21 clubs. There are B teams, Barcelona B, Madrid Castilla, Bilbao Athletic, Villareal B, etc. They usually play in third division (2B) and there are no age limit, but most players are young.
The national team yes, it has U21.

It's not that abnormal. It's a decent and common way for players to regain some match fitness after an injury.

here in Germany, no second teams are allowed in the first two leagues. (Dortmund II, Schalke II, Bayern II and so on). they are also restricted to, I think, 3 players over 23.
but only quite few of them actually make it to the third league (lowest "professional" league in german football), most of those second teams play in the fourth league. nonetheless, there have been tons of great german youngsters in recent years. that our big clubs' U23 teams dont play in higher leagues maybe has to do with the lower budget of most german clubs, since this means that gifted young players get more chances to play in their club's first team at an early age... or get bought up by premier league clubs. XD
(afaik, with the new TV deal, the last place team in england will get more than twice the tv revenue than bayern as german champions.)
