And 100% of Terran's victories in 2018 are Maru's, what the point ? I dont get it. Which means they are both good enough to be excluded from their respective races in balance whining sessions.  Considering some players said that they have to archon to play like Maru I suggest to remove Maru from balance discussions at all  So what? I'm pretty sure it takes two people (who hate each other) playing archon to emulate my playstyle.

I'm 99.5% sure though that you are right. Serral would be probably around the peak ELO now while Mana would be quite low. Maru probably would have an ELO in the range of Serral (don't ask me who would be higher) while Dark would still be quite clearly above Mana. As a result: Maru win vs. Dark > Serral win vs. Mana

I thought pre-patch 1 hellion into cyclones was standard to hold it. Multiple hellions works too no doubt, but people probably aren't as practiced with it yet.
