Having a good game at all the stages, from newbies to pros, is essential. What's indeed irrelevant is the difference in learning curves, unforgiveness, etc., up to a certain extent. But what makes newbies flee and pros struggle in SC2 is 100% the same thing.
Looks like we just have a difference of opinion. I think balance and game design should fundamentally be dictated by the highest level of play and then trickled down.
In fact it would really strange for the game to be balanced at the top but very imbalanced on lower levels of play.

It's not unheard of for balance and popular styles to look entirely different in- and outside of Korea. Whether or not that means Korea should be the primary factor when assessing balance is another matter. I just find it dismissive is all, Korea-litist if you will. So you'd nerf a race that dominates outside of Korea, but gets wrecked in Korea? Ideally, the game should be balanced on most levels; but I'd prefer if they rather sacrificed the "foreigner"-balance than the "Korean"-balance I'd prefer if they didn't touch the game anymore and let the players and map makers figure it out.

It's more complicated, even if it clearly appears in the EU pro scene at times; like this season indeed. The thing is, several things collide into each other and people try to pull the cover while missing the much more important global picture. All of this occurs in the climate of racial wars because players are simply frustrated with the architecture of the game, so fatally we get things like this:

You have a very strange definition of dominating. Is it when a race other than Terran wins tournaments?
Especially as Elders have almost disappeared and most people can't stand back with the necessary historical perspective. Back then Protoss was already called 1a2a3a4a because spreading Tanks etc. was more difficult indeed than charging Zealots/Dragoons at certain levels. But the game had enough depth to stand those little shocks. Now no more and we have a state of constant crisis
