Shouldn't the game be balanced at the highest level of play? That's just not outside of Korea.

It's not unheard of for balance and popular styles to look entirely different in- and outside of Korea. Whether or not that means Korea should be the primary factor when assessing balance is another matter.

Having a good game at all the stages, from newbies to pros, is essential. What's indeed irrelevant is the difference in learning curves, unforgiveness, etc., up to a certain extent. But what makes newbies flee and pros struggle in SC2 is 100% the same thing.

So you'd nerf a race that dominates outside of Korea, but gets wrecked in Korea? Ideally, the game should be balanced on most levels; but I'd prefer if they rather sacrificed the "foreigner"-balance than the "Korean"-balance
