Kind of how bio isn't viable in PvT in brood war (except for all-ins and the occasional nuke/lockdown)? Pretty much... even Goody (historically known for going mech in every single matchup) gave up on mech TvP.

SC2 toss was developed with SC1 PvT in mind, so they could counter mech. Blizzard just didn't fully realize that making all the units of toss counter mech would just make mech useless.

If mech goes unscounted for a long time, it can be hard for the protoss to bring together the correct unit comp. However, since early robo is pretty standard in PvT, and a mech push only comes at the mid-late game, that's a pretty absurd scenario. Once scouted, immortals+chargelots+HT (for feedback) destroys any mech army easily.
