They are not on the line between OP and UP. They are clearly, clearly, clearly deep in UP territory. Carriers are used like twice a month in pro-games and they always end up losing. They are overpriced, underwhelming and easily hard-countered.
edit: Not trying to balance whine here. I just loooooooooooooooooooove carriers in BW and it pains me to see them suffer in sc2.

Increasing the DPS, shortening the build time, decreasing the build cost? Even one would make it op. Play bw, and make carriers. I guarantee you it will be a sure win as long as you can get to it

I think they just went the wrong design direction with the carrier. It is a high dps unit, which makes it so powerful in mass and therefore in 3v3 or whatever. It should be more of a high tech tanking unit. Hero has been experimenting with a carrier as a tank in PvZ and i think it is a great use and what it should have been designed for in the first place.

they arent even nearly the same in bw to sc2 you cant compare apples and oranges like this..
