Unless Leenock pulls a LosirA, I don't see NaNi winning this.

Both are stronger in different situations. In a battle I would take 100 health instantly gone myself. You are ignoring the fact that terran units have alot less health than protoss units, so damage scales differently. 1 storm pretty much removes around 40 % of a marines health per second. A emp however only removes 33% of a zealot's shield without even having a chance to do more damage than that (you are assuming that a terran can perfectly dodge out of all storms, which is impossible even for top korean pros). EMP removes around 40% of a collossi's health and around 50% of a stalkers health. yes the damage is instant effect, but it has no chance of ever doing more damage than that. A storm that hits however pretty much instantly damages 40% of the marine's health and if the terran doesn't move within another second the marines health is already 80% removed, a second storm outright kills the marines (or if you stay in the storm for 3+ seconds too), a marauder loses around 15% of his health per second against a storm and can also die to storm, something protoss units can't from emp. So yes, it should be easier to hit emps than it is to hit storms, because of the health scale of terran units and the fact that emp can't kill.

Thats why I keep god w/l ratio against zerg on ladder... theres nothing better than good old but strong 7 gate, and catching zerg with pants down beacue by the time ill be at hes expansion he would have first few mutas out, not 20+
