....Dreamhack doesn't use bo1. And they easily have time for bo3 w/ the GSL setup as it should take exactly as long as their current one.

bo1 = best of 1 = playing a match is only 1 game. They play a best of 3 against each opponent.

bo1 almost always refers to the amount of matches played between two players in one go. So, for example, bo1 is one game played, bo3 is 3 games played (or first to two) (which is what's happening here and in most places)
GSL gets some slack for having bo1s in group stages, which can be very unforgiving if you're caught off guard once.
