yes its to free up your supply for a bigger army in any match ups espicially zerg and protoss.

Any build is adaptable for any skill level imo, because they are all dependant on how efficiently you macro, not "what the build is." There isn't really such thing as a build order loss below diamond unless you get cheesed while being greedy.
@Taxo: Just look through some of these that look interesting to you, make a choice that you think suits your style, and practice it.

this seemed the most appropriate place to ask, i've searched but haven't found a definitive answer. Since the change in barracks build time is it better to cut SCV production for those 5 seconds to get your orbital out, or is it better to build one more scv and consequently delay your orbital ?

If I'm responding to a 1-gate or 3-gate expand against Protoss with a roach-ling attack, at about what time should I be hitting the front of their base, and with how many roaches/lings? How many drones should I make before moving into unit production?

do you do 11 rax or 12 rax? I know for a fact that if you do a 1 rax FE its better to cut scv and get the orbital + cc out faster, and the key factor seems to be the mules. so I'm guessing its to get the orbital out faster.

In ZvZ when should I be drone scouting? I'm in Bronze, and I'm getting tired of going into a game and not knowing what to do because for me it's such a coin toss. One game I'll get 9 pooled, the next game I get fast roach rushed, and I usually just stick to 14gas/14pool.

PM me please ^_^ Usually you want to be scouting with a drone at 9 supply because you NEED to know what your opponent is up to. If you are getting <10 pooled then you want to be throwing down your pool ASAP.

Not really a strat question but why does ladder make you play like 10+ games of the same race in a row? It's kinda annoying when you want to practice against a certain race, also it gets kind of tiring playing 10+ zvz

I feel like this isn't completely true. You can do just fine not Drone scouting AT ALL in ZvZ. Your Overlord placement should be efficient enough to see an aggressive pool even if you hatch first. Cancelling the hatch, throwing down a pool and killing the Zerglings with your Drones with proper "drone drilling" gets you in the lead.
If you're worried about a 10 pool, do something safe like a 14 gas 14 pool build. No need to ever Drone scout.

It doesn't. Just statistics and luck and timing. The ladder system, to my knowledge, has no bias on what races you play. It's all in your head.
