Sufficiency

Also, if you started with BC you can consider (I am not saying you should always) follow up with BotRK. It's a really strong combo for Vi in certain situations, but I do not agree with xj9 on building it every single game.

Also, gigantic, game-changing patch right before Worlds, Riot can put a big fat check in that box right there. It's funny because a few weeks ago a Rioter said that they had been too tame in the past and thought they could try to changing more stuff this time. Ah, yes, found my link. (I misremembered this as a reddit post) We're putting a lot of stuff in 5.16 for a few reasons: These are changes that have been developed together that tie in with each other. The state of Morde, Garen etc is going to be highly impacted by the items available to them. Releasing champ changes and items separately means having to wait longer to get a true read on how they interact with each other. After 5.16 we want to start focusing on balance and stability as we prepare for the patch Worlds will be played on (most likely 5.18). Putting all the disruption into one patch, and then taking a couple to balance it, gives us more time to catch issues than spreading it out over 3 patches and then not having any reaction time to issues that emerge in the third patch. We feel we've been a bit too conservative in the past in the run up to Worlds. Worlds should involve a stable patch, that teams can focus on, ideally with any massive balance outliers. That's not to say it should reflect a game state that's been unchanged for so long it's starting to feel stale though. It's about two months until Worlds right now, which we feel's a good time to introduce some change before, as above, shifting gears to balance/polish.

FotM is great because it's dirt cheap and has amazingly efficient for that cost. Terribly underrated. Warmog's sucks because its a little more gold for a regen passive that isn't actually that useful compared to being able to give allies shields and some additional damage. And of course the ever-important CDR now that FH is less efficient.

Unless there's something at the Ryze level of egregiously stupid (though Zed was at that point in S3, so, meh.), I don't see the big deal. And they've already said 5.17/18 will be small. That's a good point, though scrims can kinda/sorta fill in.

The problem is that empirically, the amount of time it takes for teams to discover the "not OP but significantly meta-changing" stuff is generally around the time-frame of about 2 months (the egregiously OP stuff gets discovered faster)--with some give and take depending on the size of the patch. Stuff doesn't get discovered the day it gets put into the game. Riot's response to powerful things in the game is largely reactive, rather than pre-emptive, so things have to get discovered before Riot can actually do anything about it. So their goal of "put out a major version, then patch out stuff that's strong slowly approaching Worlds" isn't really in line with their patch schedule, because they'd probably need at least an extra month for that stuff to really surface (possibly more due to the lack of official matches and the fact that teams will be saving the strongest stuff for Worlds). If Riot wants a lopsided format that's heavily defined by the gaps in balance of a major revision, that's fine--they just need to know what they're getting into.

Not really. If someone tries something weird and it works in an official match everyone knows. In scrims someone has to do it and people have to try to copy for it to spread. Also no not all teams should go to asia to scrim.

Everywhere else can sit on their hands and play against worse competition for a month, or they can go and play stronger teams.
