Probably because it's harder to program a bot that wins against the AI? Suddenly you need situational awareness, spellcasting, attacking, all sorts of stuff. Instead of just "rightclick point x"
Also, for some reason when this first came up, i read "bottling". And was thinking "hm, what could that mean? Maybe a lot of the new players get put into some place like smurf island, kind of a bottle for themselves?"

I was literally that Nasus top lane who goes 3/0/6 and keeps wtfing at the constant 3v3/4v4s in river. There was a 4v4 at lvl 2 in our jungle and it didn't stop there.

Luckily my new computer fixed that problem.  the sad part is i had no problem on my old graphic card which was a lot worse than my the current one, its something with drivers (using latest ones)/ game optimization which annoys the fuck out of me

best way is jsut to buy double xp boosts for 400rp u get for free so its "easy" to hit lvl30 in a week

And in MMOs it actually feels progressive, I felt like something was happening as I levelled up in wildstar. After I got all my summoners every level felt the same, an additional mastery point really was not that appealing. There's definitely a case to be made of ensuring that people don't get thrown to the sharks but it really gets too grindy

I took me a bit more than a month to reach 30 by playing maybe 3 hours a day a bit before s2. Experience has been nerfed only for people who rushed coops and TT trying to finish them asap, and I only played normally at the time. Either you spent your time losing, or you had 15 minutes games everytime.
Even on my "Garen challenge" which was a few months ago, it took me something like 13 games to go from level 29 to 30, and it's the longest level of all (and they're much shorter 1-20 than 20-30). ... oh, crap, I have to play on that one too or it'll decay again.

Your winrate will start to go back to what it should be around level 21-22. but its a lot harder to reach 30 than before s2.

I don't know, I haven't seen nearly as many bots as you did (only a single one, and it was bugged apparently, did nothing for ~15 minutes, then walked out of the fountain and started running in circles near an inhib, while pinging itself repeatedly).
Also, just don't stomp every single game by smurfing? Goof around, try some shit, and let your first 10-15 games go normally instead of stomping them knowing smurf island is waiting for you? ._. I won a bunch of games early too and started getting smurfs, so I laid back on purpose and after that I could do what I wanted and wasn't seeing more than 1 or 2 obvious smurfs on most games (that is, not even all of them).
I guess my point is "you won't enjoy the climb anyway if you spend all your games tryharding instead of goofing around just enough to keep it enjoyable for everyone".

You can not goof off enough to not win against completely new players. There is only so much you can do, and it is REALLY HARD to lose to people with 20 cs at 20 minutes with an reaction time of ~ 2 seconds and no idea in what position they should not be.

It's the reverse of the Elo hell argument: if I'm playing Poppy with no runes and little masteries and trying to farm a bit, then there are 5 slots for a tryharding smurf or a new guy with DotA/HoN experience or who simply got a clue on the other team, and only 4 on mine.  Doesn't mean I throw on purpose, but I just goof around with champs I'm bad at or who aren't exactly good.

You could just hang out in jungle and when one of them gets fed on your team let them push into your base and win rather than going and killing them. If your team gets fed instead, well, that's just luck. I used to smurf a long time ago and even if everyone's CS was terrible there were still people dying all over the place, enough that people would push towers.
