In level 1/2 trading the bonus is/might be large enough to get a second auto off in the trade. If you're at the 2 auto breakpoint in a trade and they're in a 1 auto breakpoint you win every trade regardless of early game strength until level 6.

But now she is definitely better as a support. She can level her engage ability and her shield and still build a decent amount of damage. She could be OK in mid, but knowing when you've got enough points in W so you can start leveling Q for fights takes a lot of getting used to and still leaves you with a weird hard to use power spike Listing her ratios is extremely misleading when you do not consider the manner which she delivers the damage. Her W is over 5 seconds and I giggled at the 1.6 AP ratio you listed on her W (check her wiki and come back). Her Q is a line collision skillshot and her R has very short range + requires tether maintenance. Overall, she either: 1. Can only throw her skills at a tank, because she has no Flash, or 2. She flashes in and hopefully catches someone squishy on the edge, then forced to Zhonya, keeping her unable to move. Overall her ratio is extremely bad. Not to mention with her W changes she cannot very effectively shove the lane until level 7 and every other mid laner and their mothers can out trade her with ease. Morgana mid is not good at all. She was only good when her W had MR reduction and every other mid laner also played the shove-the-lane style.
Just her Q and R are 2.3. Her Q and R and W assuming a good combo and the enemy is full health(for the entire combo, somehow) is 3.4 AP plus 1700 damage. Which is well pretty amazingly high. Indeed her total potential combo damage is almost the highest in the game excepting the big dot AoE ults like fiddlesticks and rammus.
Its not her damage ratios or base damage numbers that make her weak
Her problem in mid is that leveling W/needing AP instead of pen means that she does more damage from support(I.E. void staff first buy) if you're building her that way and her inability to hard clear creeps in the face of enemies who can shove the wave out of her pool negates her ability to safely shove the wave. The large and constant nerfs since season 2 did not help her any either. But if W were an ability that was able to swiftly clear waves she would almost certainly rush back to top tier.

the list is almost entirely just which champs poke best really. Which fits trist perfectly cause trist doesn't poke.
And challenger is all changed up cause they actually know how to play the game i suppose.
EDIT:: I'm more suprised by draven. Though i guess the fact that every draven goes ham for kills 24/7 may account for more champ damage.

Regions can still adjust the rules how they see fit. For example Brazil and Turkey has no region lock yet. If KR wanted they could make some kind of exception rule (like inviting guest teams). At least I think so.
Anyway the limitations on regional movement make a lot of sense to me and seem like a good compromise.
