In all honestly though, my ISP has had a major routing center getting DDoSed from places in Phoenix and Pennsylvania since the beginning of February or so. Its not too bad but I do lose connection sometimes.

I have a question for you guys:
Just had a game with an Akali. She fell behind early and said "I'm just going to go for kills to catch up". She started getting them, at the cost of her life. She'd always die when she got a kill. She ended up like 19/17 when our next highest death was something like 8. We lost the game, mainly because one of us facechecked at Baron and drew us all to a clean ace. But that really isn't the point.
Was Akali right to do that? I thought it was bad, because although she was getting kills, they were too and it was evening out anyway. Thoughts?

Depends who's getting the kills on the enemy team, but yes this is the best way to get back into game as a lategame scaling assassin. You want to accelerate gold gains in such a way that gold difference doesn't matter.

I think it depends on what kind of champion he is playing, what the other team has, etc.
I think it's worth it if you need the money to hit a certain major item, and/or you scale better. Furthermore, I feel that if I am behind in lane or my entire team is behind, trading kills one for one is worth it.

Trading kills is almost always a good thing if you are behind provided:
1. You're not giving up any objectives because of the trade. 2. You (and your team) scale(s) reasonably well.
Generally speaking, trading even gold for even gold is a good thing, because the overall disparity decreases as a percent. Then you factor in bounties, and you're probably coming out ahead if the above conditions hold.

Net Neutrality is a big-government-corporate scheme to regulate the internet in favor of certain companies. But I agree with your statement that games dont take much bandwidth, its just a general observation of mine that the internet is particulary shitty right now for some reason.

It's not so much ISP's throttling due to how much bandwidth you're using at once, it's more them choosing to throttle your connection to certain ip adresses, dunno if they're doing it to the league servers though.
Maybe ISP's throttling people's connection to LoL is what will finally make the 18-24 demographic interested in politics :D
