Yes, it is. She has so many awful matchups and can't even play safe till 6 without being pretty far behind. Her lane phase depends on 1) a good matchup or 2) a lot of jungle help.

I've seen multiple red posts about her recently. The company line right now is that she took all the nerfs because she did the she was an AP assassin AND bruiser at once and she'll need to shift her identity into one instead of sitting on the fence. I believe Morello said that he was leaning towards bruiser, because that's what her original design pitch was.
And yeah, Moonflair would be bonkers on her.

for every matchup, just get flask and stay as close as possible to their farm and then at 6 pretty much almost any matchup becomes easy. get sheen at 6 kill other champ rinse repeat

Eh, I'd rather see some items strong cost-effectiveness-wise but weaker slot-wise than just spamming upgrades. Or have very strong mid-range items that only upgrade into meh/situational high-grade items. Liandry's is pretty good for most champions building a fast Guise now ('cept Katarina when you used to go pen build on her) and Grail is almost never bad (don't rush on Viktor you heretics), making chalice widely sensible as an early buy (not on Viktor).
The exception would probably be something like Abyssal, and that's because it's intended as a bruiser item now (and it's super expensive so it's not that cost-effective either). If anything, I'd say we need more pre-Liandry's Guises than we need Grails.
