It sucks.
I'm starting to think Saintv, Riot and everyone I've played with are right. Gangplank really does suck, the only reason I do well is because I have a firm grasp on toplane matchups, and in turn few people this season know how to play against Gangplank. The few who did completely pulverized my anus.
And even when I get one or even two early kills in lane (not uncommon) the opposing Rivens, Renektons and Rumbles outscale me easily shortly afterwards and all I can do is hope my team are strong enough that my E, R and offtanking make enough of a difference for a win. If mid or bot lost, forget it, I cannot carry with Gangplank, as I can with a Riven or Tryndamere. I can only be utility/offtank.
Yesterday I got into a 1vs1 with a Vi who only had a Randuins and tabi, whereas I had tabi, Frozen Heart, triforce, shiv and TWO levels. I won, but it was very close. Now, I know Gangplank isn't necessarily supposed to be a strong duelist, but considering those circumstances, no matter the kits or the scaling, that shouldn't be possible unless you are playing a severely underpowered champ, even if Vi is played to perfection and all Gangplank does is auto and Q.
I read an old redpost where Riot said Gangplank was nerfed because his kit was "toxic", frustrating to play against. If they're talking about the slow passive, whats up with having red buff and frozen mallet in the game? They can't be talking about the parrrley harass, plenty of top champs have ranged harass. Just look at the bullshit you have to put up with against Kennen, Elise and Pantheon.
Either way, GP was nerfed into the ground. And it makes me angry. It really takes the jolly out of my roger.
But, in the end, I guess nobody said being a pirate was supposed to be easy. And goddamnit I'm still gonna keep picking him.

I still play GP because he was and still remains my first love but he's pretty bad. I think perhaps the "toxic" part of GP that the red was referring to was GP's ability to deny minions via raise morale? This was waaay back though, maybe even pre season 1. Other than that he was just hit by the nerf bat after a brief stint of OP mid season 2 and has remained relatively untouched since IIRC.

It was more than when he was op, parley was incredibly annoying to deal with, low cd ranged harass, big sustain if you put points into orange, and the cleanse + move speed boost made him difficult to gank. he got a craptop of free ad and with parley basically being an auto, at 600 range, and spammable and on top of that a free slow so he could chase you down, it was difficult to lane against, and there was very little counterplay.
You could just make your lane opponent miserable all game and stay top and ult places around the map while you split pushed and then come into teamfights with 6 items and infinity gold.
EDIT: the biggest factor in his being op was the free ad he got. That was the big nerf.

While I understand your chess vs poker metaphor it is completely flawed because in chess you HAVE to move and eventually engage. If there was vision everywhere, no one would be able to roam. so people would just sit in lane and farm for 300 minutes and then 5v5 6 item vs 6 item and the game would end.
not to mention how op TF, pantheon, nocturne, eve, Karthus, shen, and raka would be.

Limiting vision creates more potential eventualities which tests skill in determining risk/reward of actions under each eventuality. The problem lies when one choice is clearly superior to the others. When Oracle was a first-buy for junglers and lived for 20+ minutes in season 2 the easy correct choice for basically every lane was sit and watch and wait for the lane to come to you. No actual risk/reward on harassing and engaging.

It would screw the balance of the game the way it is now for sure and it would be a different game, possibly one that many current players wouldn't want to play, but it would still (probably) be a good game (though to be honest this is a silly argument).
I don't buy that limited vision in any way favours better players though. If you have vision control you are free to all-in your opponent any time that you know that you can win the 1v1, letting you snowball hard and win pretty much every time that you are the better player. Limited vision means you have to weigh that against the risk of getting ganked and killed every time you commit. It adds additional elements that are interesting and it does reward players with better game sense over raw mechanical skill but it still adds more of an element of luck (such as a random facecheck leading to a team that was ahead losing). I make no judgement if this is good or bad but I think it's true.

Just as in poker, a good part of the game is to put your opponent in similarly unfavorable situations with appropriate bet sizing so he loses if he calls to facecheck.

Absolutely none. I cried for 3 tickets for a Lucian refund because of the Q mana bug on release, got the same pre-written answer again and again - and I work in customer relations, so I usually know how to get what I want from supports 
EDIT : I guess you could make a case for it if you got hacked. However, it sounds rather like you lent your account to a friend who used your refunds, in which case you're fucked - no account sharing in ToS.
