There are ways they could balance it.
Since the system can literally detect if you're AFK and send you an email about it while the game is happening (I've gotten them), it could also adjust your losses.
It could decide if a player was AFK for a long enough period of time, and if their team wins not give them any LP/MMR. If their team loses (much more likely), it could give them the full losses, but then for the rest of the team recalculate the teams average MMR based off the 4 remaining players instead of the 5, and adjust the losses accordingly. So while the AFKer still loses 15 MMR say, the rest of the team would only lose 12.
Definitely doable.

The thing I'm more perplexed about is why the game starts when somebody fails to connect.

If the client didn't bug out as often as it does it probably wouldn't have to. Unfortunately the client bugs out too much.

My question is why people even care about their rating dropping due to afks.
In the long term afks on your team and thee enemy team will balance out (and, if you never afk, the enemy team will get more), so there won't be a net effect on your MMR/LP/division. People think about their rating in the short-term way too much.
The real issue with afks is that it causes 9 people to waste 20 minutes of their time. Fiddling with the rating systems doesn't change that.
You will have a lot more fun in ranked if you just take your rating as something that reflects your skill level, and not something that you can grind up to a certain level within a certain amount of time. Focus on improving yourself, and your rating will incidentally increase to reflect that you did so.
^ Ketara, any MMR system still needs to balance out MMR gains and losses. The afker would have to take increased losses to compensate for the other 4 team member's reduced losses.

riot should add some sort of system that punished AFK/leaving really hard-- checks how long its been since you moved, gotten gold, participated in a kill, etc. i know that they do, but it seems to have literally no effect. Riot can't ban people for first offenses, since there are a lot of legitimate things that can happen between your home internet and the Riot servers. And I think a lot of people had the weird impression you were allowed to leave in ARAM just because it was a 'casual' game mode, despite the warnings that popped up if you tried to leave. LeaverBuster should take care of those people soon, since ARAM is a matchmade mode, but there's a slight lag between afk and ban. EDIT: Here's a fun game: Count how many ways a Galio ult can be screwed up that an Amumu ult can't. For example, enemy Udyr in bear form Yeah...I've had a lot problems with my college Internet lately, random drops for no reason. I feel really bad, wish I could tell people it's my dumb colleges fault

That TF nerf looks rough. The ult cd nerf seems warranted but the cdr on e is gonna wreck midgame damage output and require blue throughout the game (dfg, e, blue pot, masteries got there before).
The attack speed buff is also useless for ap tf because if you stand there autoattacking you're probably dead in this carry dive meta.

The point of his E is the magic damage per 4 attacks now. It actually doesn't scale that badly.

What do you mean "bug out"? I have never seen the client stop working in the middle of a game, barring internet issue on my side.

I get the intention on paper but I don't see it working that way.

I might be a lucky one but I seriously never have trouble ever with AFKs. I get maybe one afk in 30 ranked games or so (FWIW I don't include people who afk when the game is basically over).
Maybe if they made it you get one loss forgiven a week if you have an afk on your team?

Altho tbh I really can't think of a way Riot can implement anything about this that won't be abused in some way or another.
