Quinn going to be so friggin OP now. I've actually never lost with her before (excepting games where I had an average of like 350 ping which makes using her skillset a bit tricky), now I'm just going to kill shit so hard.
Secret to her: don't build standard carry. Maximise utility+mobility and armor pen. My standard build on her is boots>bruta>stinger>boots of lucidity>botrk>zephyr>yommus>randuins. halving all your cooldowns makes you infinitely stronger in a fight due to how much raw damage they deal and the utility you get from them, even more so now.
she already out-trades pretty much every other carry in the game except perhaps MF and now with a ministun on her vault, she'll demolish her at 6 as well.
With a utility build her late game survivability and team fighting power is pretty strong as well. She's not good at the clusterfuck style fights, but with the tanky/mobility meta she excels in fights that end up spreading out into, poking safely from the back lines and then birding up to snipe off people hanging around the sides.

on ADs magic dmg is innately far more powerful than physical dmg. That's why changing anything from magic dmg to physical is a huge nerf, even if you have both a black cleaver and a last whisper(against tanky champions that is, it's a buff vs AD carries and squishy APs in that situation). It just is so valuable being able to deal respectable damage even if the opponent builds mass armor. With all physical dmg you run into the fall behind the renekton early -> he's staring at you with a sunfire cape and wardens mail -> good luck

Basically the vertex shader is a step on the graphics pipeline that the GPU implements in hardware, where, true to its name, all the vertices of the geometry that will be shown on your screen are colored (and sometimes manipulated).
If you don't have a dedicated GPU you use a simulation of the GPU in software.
It sounds like they improved the way that they handle that part of the pipeline in software, which can cause increase in performance. Which is interesting because that would lead me to believe that the vertex shader was a bottleneck in the pipeline.(the entire pipeline once it gets going goes at the rate of its slowest component, or its bottleneck.)

"Goodbye" because kneejerk (and potentially because there'll be stronger in competitive, which doesn't mean he's bad). He'll still be plenty strong through ult, E flat reduction, uptime on Wither, and ability to be highly damaging and scaling offensively through his utility stat, allowing him to build full tank and still scale decently as a bruiser and excellently as an anticarry.

Before it was like, Nasus withers you, you attack a minion. After 3 seconds the attack goes off.
It still disables the enemy AD just fine. It's prenerf Nunu level.

Wither still has ridiculous MS reduction and long effect time; so ADC's gunna have a hard time running away in teamfights.
