It depends in how you define it. No one takes the same set of starting items regardless of the enemy and ally team composition. So there does exist variability right there. It's only if people take different sets of starting items for the same ally enemy compositions that we can call starts variable without it having no meaning ( that is if you call the current start items invariable). If you think that we are talking about the first situation that people start with the same items regardless of the enemy and ally team composition ( which is not true even if its true for the majority of played matchups) then we have a different but similar problem. That is your ok with having dominant item choices but not having those item choices be dominant across champions of similar type. In order for that situation to be resolved it must be the case that champions receive different value for starting items. But that cannot be the case with a defined time dependent scaling structure such as leagues ( in that champions scale base on the type of items they buy rather than randomly). And since a defined scaling structure such as league is beneficial to understanding and creating a strategic space with which to play the game that goes beyond simple skill redefining that aspect can/will have disastrous effects for the balance and structure of the game.
To get what I mean by this consider a that in order to have the variability that you want while still having those dominant item choices for specific champion matchups it must be the case that some ADCs scale harder off damage or health than others and that this power must be immediate at level 1. It should be obvious that unless that adc doesn't scale off the typical trifecta of damage crit and as that they will be strictly more or less powerful than other ADCs. But if they don't scale off of that trifecta then they're not really ADCs any more. If you do this with only a few champions they are op and banned out. If you do this with a lot of champions the meta shifts such that matchups are similar again and your right back to complaining that there is no variability in the game just like people were and are complaining that the meta is stale only a few months after major shifts in play style across all teams in all venues.
The only reasonable conclusion is to say "ya'll don't know what you want and ya'll don't understand how games are structured. Games have the same opening and general strategies? Yea so has chess for 500 years and people still play the shit out of that (with changing meta no less!) and its still fun thousands of thousands of games in"

It's not even that there's no variability in opening's. It's just that the potential variability through runes and masteries exceeds that of items, so it's not a surprise that people will take the one "best" item opening and fine tune their runes and masteries per matchup--which, again, people actually do.

Some might consider stubbornness but I have to applaud Chauster for sticking to Lee because it feels comfortable with Lee, instead of abandoning the champion after nerfs.

I feel like this is a weak point of the rune system. Until you hit a point where you can consistently get a couple of positions, or a LOT of rune pages with full sets of runes, a person with the best set of runes for a matchup has a marginal advantage. Being able to take scaling Mr vs a riven + j4 combo for example. It's such a niche page, but if you can get away with it, one tiny advantage in your favour
