I was referring to his idea of Mallet on ADs. On melees, it's sort of a different issue because you can create situations where carries have to run from you even though you technically aren't stronger than them. "Sticking power" as you're discussing isn't as relevant to ADs though.

My mistake, I assumed since everyone was talking about Vi that your point was within the same context.
Mallet is only good on ADs when their ability to create gaps is greater than their opponent's ability to close them. Multiple diving opponents demolish its usefulness entirely. There are niche situations where it's strong, but then you should have Red buff for those situations anyway.

Does anyone know how you can record the amount of gold you have by time in a graph? I know DotA has in game charts. I want to figure out when it is that certain champs reach their peaks in DPS, and I've done the calculations assuming someone gets like 70% of all their lane creeps but real games are not that smooth.

I think you're responding to me (not sure), so I'll elaborate.
Mallet's slow is only as useful as its ability to let you kite someone. If you can kite someone easily without it, or if you can't kite someone at all with it, then it isn't useful. So if there's a huge disparity between your ability to create gaps and your opponent's ability to close them (in either direction) then Mallet (and/or Red buff) isn't all that useful. If there's only a small disparity then Mallet (and/or Red buff) can keep an opponent at arm's length.
But because of Red buff, the propensity for multiple champions to dive, and the generally superior gap closers on champions that dive ranged ADs, Mallet is rarely useful on ranged ADs.
