The highest slow applies fully, then the remaining slows apply at 35% effectiveness, multiplicatively.
So sej+FM means the FM slows for 40% then you add another 3.5% slow for 35% of a sej passive for a ... 42% slow.
But wait, it gets worse! Most people know about diminishing movement speed returns past 415 MS, and severe diminishing returns past 490 MS. But there is also a diminishing return for slows in the other direction: movement speed decreases past 220 MS only count half. So, a 50% slow on a 400MS champ doesn't leave the champ at 200MS, but rather 210 MS. A "100% slow" on a 400MS would actually leave that champ with 110MS...

yeah except apparently riot ruined the game before it's even out with their dumb cooldown thing.

Did they say that autoattacking mastery is supposed to actually "steal" gold, or does it simply generate gold like gp10's, except through auto attacks? If it steals gold that could mean starving the enemy support/ad even more gold and make it even more snowbally in a bad lane matchup.

I can't imagine that taking away someone's gold isn't anti-fun.

Also of note is the fact that slows apply to raw MS, not true MS. So if a 530 MS target that is slowed by 10%, it's only slowed to 500 MS, not 477 because the target's raw MS is 600, and part of that 600 is reduced by diminishing returns anyway.

PS: I lied

The pickpocket mastery has the problem that it's good for other classes as well, which means that it can't be that good overall, meaning supports will still be gold-starved in general (gp10 had the same issue)
It would be cool if it gave a good amount of gold on a moderate cooldown, but went on cooldown whenever you gained gold from any source besides passive gold gain.

Need a real thief character so badly, never going to happen
thenexusp, they are balancing that around the fact that no one goes utility tree right now, so they are using it as an incentive for players to go deeper utility. If players go utility, they are giving up other powerful options, so it's a trade off. It can't be broken, but I feel like it's slightly different than GP5

One of the most ill-conceived and imbalanced DotA heroes ever designed, but still hilarious to talk about.

Oh you talking raw MS not base. Barely glanced at it.
It's crazy cause I just realized Rammus can get like over 9000 raw MS. Big hues. Oh man, just thought about Pony. That lil horsey crazy fast.

I was really hoping the support role would be able to get at least 1/3 of a solo lane goldstream from the new mastery but there's no way it can be that powerful as-is.

Reminds me of an ill-conceived idea I had for a champion once. The difference being I was intentionally making it bad.

What about making a mastery or Summoner spell that acts as a passive ability. preventing you from gaining gold from cs but granting passive gp10 instead. If you set the number below what you would get normally csing it becomes unattractive for anyone else.

I am going to wait a bit to play ranked, probably wiser that way...

i just did bot lane as vayne with sona vs ez/lulu
man.. lulu.. i dont understand wtf ur supposed to do vs her with a short range champion
like lulu's damage output is ridiculous given how much utility she has in the lane

I think Irelia should just be removed

No, that it's good for other classes in theory, doesn't imply that it's not good overall. It's an issue of balance. A way around that point of balance would be to make other mastery trees attractive as well.
