As far as i know they changed these champs self-stacking abilities to only work with their own status effects, a looong time ago.
While it would be stupidly overpowered to let them stack effects as they currently work, i'd love to have more synergy for poison, electricity, ice and fire teams. Minor stacking would make themed teams fun.

while the "chilled" effects can only be procced by anivia for double damage (and it's been this way a loooooooooong time, guys, come on -_-), the poison reset for cass's Q can be triggered by teemo and singed's poisons. this is explicitly mentioned in cass' spotlight iirc.

1. They probably aggregate reports over multiple game , looking at one game at a time would be silly. It probably also takes into account the guy's history of being reported and/or banned, I've definitely seen tribunal cases with one report
2. don't know
3. warns and maybe temp bans are automatic but I'm pretty sure a riot employee reviews all permabans before handing them out, so the time between judgement and punishment might vary based on how busy they are

Some streamers talk to their chat during games i heard, so prefer not to have delays so they can keep a real time chat with them on what they're doing. However, some of these said people also do not wish to have their games ruined by ghosters, thus people like PhantomLord put up something to block their minimap and prevent this. Like gaurdsmanbob probably would too if he gave 2 shits about his games lol. But bob just thinks if you're trying that hard to win that you'll actually ghost a stream, that you're kind of pathetic and if he losses he'll just get the elo back anyway. Not that he cares about elo much.

wow I had my first, how rivington would say "neck and neck" game in a long time just now, like 55minutes and they had the superior teamfight comp with a kat with like 24kills and karthus etc but we got all dragons and barons because I timed them.
I was nunu top and lastfight I said fuck it, sold my on cooldown GA and bought deathcap which spiked my Ap to like 500-600 while i only had ~300 with GA+boots+Wota+Frozen+Athenes and abyssal.
they got cocky and ran with 4 people into my fullchannel ulti for 2500 dmg in a brush npnpnp haha epic game

Who is best to pick into Rumble? I can't seem to find that any of the champs I play do well against him, go even at best. What are his weak matchups?

I don't specialise in top lane, but Irelia does well. Very early on (initial few levels) he out damages you so you just want to farm and play defensively. If he goes in hard on you he'll overextend and will be an easy gank. Once you start getting levels in W and have a few MR items you're about even. Once you complete Wits End you win lane and if you haven't repeatedly died you just crush him. Very little he can do to stop you from Q-ranged creep, E him, W autos, Q to jump to him again. Then you zone him off the creeps forever.

irelia is hard early but crushes rumble at lvl 7 if not earlier when u rush wits end. if you go even and reach lvl 9 its gg for you

Jayce and Yorick wreck Rumble from my experience, otherwise, you can pick Irelia into rumble and play very conservatively until at least lvl 6 - unless you're way behind you should crush him once you have wit's.

Any champ with good damage and quick gap-closer are also great against Rumble.
Xin Zhao & Renekton are excellent choices.
