cleanse was taken specifically to completely shut down malzahar and warwick before they nerfed it. Those two champions were entirely reliant on their ults so having cleanse in the game made it impossible to balance them as long as their ults were cleansable. Skarner ult is also a suppression.
qss cleanses everything off of you, also for good reason.

I haven't played too much against irelia.
But you don't counter pick against kennen or rumble, they almost never lose their lanes. from my experience.
a) rumble
b) swain, also a less used but equally rapes him is katarina.
c) any AP that outscales him (rumble/vlad/swain/etc)
I agree with a) and b) without a doubt (Kat I haven't seen before at all but I trust Brees).
c) is a bit more iffy. http://leagueoflegends.wikia.com/wiki/Kennen_the_Heart_of_the_Tempest Kennen has pretty strong ratios, Q and R especially. Kennen scales better than Rumble and Swain. But they might counter Kennen with better game play but it isn't because of their late game scaling. (Kennen also farms like a boss. Hard to imagine a champ like Swain who can match. Rumble, Vlad, sure. (Manaless is probably ideal vs Kennen).

I do believe that vlad/rumble outscale him simply because their laning phase is better, they should be able to bully kennen a little in lane and acquire more cs, they also do a lot more damage if played properly whereas kennen has pretty much a flat rate output of damage (vlad using his E/R correctly, and rumble managing his heat correctly)
anddd of course offense isnt everything. tankiness must be taken into account too when we think of scaling.
Kennen can stun people though. It terms of raw damage output he might not scale as well, but stunning the enemies while outputting good damage is better than slightly higher raw damage output. Rumble (and likely Vlad from Rylais) will have slows, but they're hardly comparable to stuns.
I discounted Vlad's unique ultimate completely in this assessment, but ^_^

a) Gangplank can farm just fine against her and personally, I think his scaling is scarier than Irelia's. Riven, Trynd, Trundle, Udyr should work, too.
b) Pantheon, because for some reason, Rumbles dont think about maxing their shield and I repeatedly manage to rape them. If Panth isn't your thang, I'd probably go with Udyr.
c) Bitch doesn't lose his lane ever, so... Nasus if you can convince your jungler to gank top early on, Ryze if you don't.
Heimer's turret AI is just so unbelievably retarded that it's the #1 thing holding him back, right after is stationary turrets being dumb as hell in mobile game in the first place
turrets will randomly switch from hitting minion A to minion B, often right before they would cs that minion turrets will sometimes utterly ignore any targets that are at the edge of their range and sit there doing nothing turrets will most of the time completely ignore enemy champions if minions are present
if they just like added the ability to control what target turrets hit with the "minion control click" it would go a long way. I love heimer, his ulti should upgrade the AI on his turrets...

to nitpick you definitely don't want to take trundle against irelia. he won't lose the lane but he has 0% chance to kill her if they are equally skilled players without heavy jungle intervention (and for what champ is that not also true) and even though farmed trundle is good, he's not even in the same league as irelia.
also even though udyr is a go-to champ that beats a lot of top lanes, irelia is quite strong against him. i would not pick udyr against irelia ever if i could avoid it.
