Nope audio is most assuredly murky. That's the best way I can describe it. Not unhearable(though yer ingame and mic is low) it's just sounding like I am listening to things with my head in a pool. *shrug*
Ok so I've been experimenting with Viktor a bit today and here are my conclusions:
Max his E first. Seriously, max E+augment it and you will clear minion waves easily. I plan to use this most of the time, because if you max+augment Q/W you will get pushed on pretty heavily I feel. Great against guys like Malzahar and Brand imo.
Give this man blue. When all of his skills are maxed, they're relatively low CDs (12 on E iirc and like 6 on Q). Give him blue for his E and he should be able to push a lane quite hard.
I tested RoAs vs Archangels Staff. I like RoA more so far. You get insane mana regen/5 with tear, but Catalyst should really be all you need. Builds right into RoAs which will give you the tankiness equivalent to Swain, except you won't heal at all.
Ganks don't seem to be that difficult to deal with. Throw down your W correctly and I don't see how you can be ganked.
His early game is pretty bad. Last hitting with this guy is a pain in the ass due to his AD from my experience.
Thats about it. Anyone try HT Revolver on him? Think thats going to be next on my list.
Hm, E first seems off to me. It's a lot harder to land and does less base damage/scales only slightly better. It really depends, imo. Q is more assured damage, but E could be higher and his much longer. Good to see that you can change depending on matchup.
On another note, holy crap is WotA nice on him. E+R with WotA basically tops you off, and the burst from Q and the shield makes you tanky. I'm going RoA-WotA-Gravity as core. Rylai's doesn't really feel necessary until later.
Q assured dmg? When I play I almost never get close enough to land a Q, whereas E is much easier to land and it's a ton longer range and helps for farming as well.
Just how is Q assured dmg? You play vs melee or something?
Okay after a few games with Viktor I have yet another observation... The ultimate is insanely destructive and just about impossible to avoid O_O And the fact you can control it into the biggest clump in the middle of the enemies...
The funny thing is that there isn't even a maokai in that game.
It has something to do with the first E after recalling while you're standing still. I haven't been able to reproduce it traveling the whole length of the laser but I do see a sapling for a brief instant moving along the line.

Loads of damage on cast + .5s Silence + Loads of damage over time + controllable.
I found another Victor bug. After a victor game when we checked the graphs, Victor's damage dealt is significantly higher than anyone else, like probably about everyone else combined, but when looking at magic and physical damage dealt, it was just as high as anyone else. The same thing shows up in match history.
