Do not ever use mana on creeps unless you are under your tower. Always auto attack and use mana for champions (before you get a tear/blue/cata/etc.)

I wouldn't say 100%, lol You know as well as I do that depending on how the creeps are wacking each other that you simply can't get all your cs by last hitting with autos alone unless you have total creep control.
Basically, don't miss cs. If there are two creeps about to die and you can't auto both to death, auto one and use your spell on the other. At the very least that's what I think unless you are very constrained on mana and are saving up for a big engage.

You definitely can, it just requires more than just 'last hits.' Sometimes you have to do the dreaded 2nd hit, to unsync minion damage. Scary I know.

What are some good CS numbers to try for at certain time checkpoints like 10 minutes, 15 etc. ? (assuming of course a normal game where one team isn't getting run over ridiculously fast) I'm just about to start ranked so I want to know what I'm trying for

There are many cases where getting a cs isnt worth the damage trade off you will take.
That being said, maximizing your cs is the most important skill you can have after basic late game knowledge.

Context is important: we were talking about 100% of cs with your last hits, not 100% cs.

I always aim for 100 at 12 minutes (that's 10 a minute) then 200 at 20 minutes (a bit more than 10 a minute). Whether I get that many or not is another matter but it's a good goal for me. I'm happy with 80 at 12 minutes and 170 at 20 minutes though. Less than that and I feel I'm farming badly.

I'd say I have 3:1 k/d in my dominion games in the vast majority of my games so far and I'm like 50/50 in W/L. There is no such thing as getting fed in dominion, it's totally worthless to pick up kills.

Mostly 'cause farming kills is a useless waste of time, while backdooring and defending points (and dying to buy time usually) is more effective.
Pretty much after I stopped trying to make carries work (my first like 10 games), I won just about everything.

Re Dominion: Ignoring Assists, I always end up negative. Kills only matter in Dominion in terms of momentum and tempo. For instance, it decides where you can pressure and how hard. Getting aced mid-late game lets you set up for a dramatic swing in nodes. Kills early game are more for money and setting up the 3-2 lockdown snowball. So long as you can maintain the node pressure and lock them down, it's not a terribly big deal. This is especially the case with the respawn mechanic on Dominion.
Respawns in Dominion work a little differently than SR. Apart from lower respawn timers, there's also a respawn window. For instance, let's say Galio dies first in a fight. His respawn is 25 sec. He also however opens a 7 sec window where anyone else who dies in the next 7 seconds will respawn with him together, cutting down their respawn timer or have a few seconds shaved off their respawn. Therefore, dying in groups is okay so long as you kill enough of the other team that they can't break your lockdown on nodes. So if you still have someone to defend top, you can all respawn and stop bot captures for example.

i wouldn't say worthless but definitely has less value than it does in SR. killing somebody in dominion is good because it repositions that champion back to their spawn making windmill easier to defend/capture.

I've been playing AP shaco a lot on dominion. A lot of mobility so you can BD and you can also get kills pretty easily without much chasing. The boxes at points really helps to slow down captures too and it makes it unsafe for the enemy team to go through the middle cause you can put boxes all over with 40% CDR.
So much fun.
edit: Also kills make the enemy nexus lose 3 health. 20 kills equates to 60 health, which is a decent chunk.

My K/D ratio is never that great when I play Dominion as Karthus so I just defend all day and always disrupt, fun but doesn't get you awesome kill totals. I mostly save my Ult for disruption and for helping swing teamfights at the top node in our favor. Of course it sucks when your team doesn't know shit so you have to move your slow ass lich body across the map to cap shit. I haven't played many games as of yet so meh only 15-7 right now.
