To those telling him to 'buy earplugs' or man up, and stop being a 'party pooper', its time for you guys to grow up and live in the real world. This guy pays to come home and get decent rest so he can work with some modicum of unfrizzledness (New word; thank me).
My advice: Tell them to turn the music down and stop being loud, if they don't oblige call the police. Next time they have a party, ask them again; if they don't oblige call cops. After two times, they should get the message, from then on just call the cops. If they are still loud after repeated cop calls then you can get creative, but thats much more riskier.
Sleep is the holy grail of existence. Without sleep, you suffer from increased health risks, mood alterings, weight loss/gain, etc. It's not something to mess with.
My other advice is whenever you can get out of your lease do so. Secondly, if its prior to 10 o' clock don't bother them, after about 10:15 though, thats when I would, especially for myself when I have to get up at 4:15AM, luckily my apartment building is mostly inhabited by working adults.

Calling the police is the safest, most morally correct option. Their right to "have fun" doesn't supersede your right to be able to sleep in your own home.
Try to avoid vandalism, since it's, you know, wrong and illegal and stuff.

Dont do anything is my advice, if it bothers you so much maybe look for another place. college kids have a habit of being quick to judge and love playing pranks....

Of corse theres no law banning parties but theres plenty of enforceable laws about noise pollution which is what this whole problem is. Its not his problem at all. Would you like me shouting/singing and vibrating you with bass at 4am the day before you have an interview/date/job/exam etc? We cant all be party animals all the time and it by no means makes you a party pooper. Infact the only ppl that think this is ok are probably complete wasters that only know how to party and never actually accomplish anything in life. Ive been in the same situation and the best thing to do is politely ask them to turn it down (dont threaten to call the police the first time most people are reasonable enough). If they dont get the message then go there and actually tell them you will call the police. If they dont stop you know that to do, its their own fault.

Partying until 7 am is so far beyond the line of "live with it" it's ridiculous.
Whether or not he likes to party has nothing to do with it: when you have a real job to wake up for and perform, partying until 3 am is not an option.
And presumably Navane doesn't have the money to live somewhere better. (Not to mention when you move you have to pay activation fees and deposits for your utilities, which just makes it worse if he's low on cash.)
So basically Navane has 2 options here: 1. let a bunch of assholes fuck up his life 2. kill the parties
I mean seriously, who HAS to party early in the morning? I know it sucks when you've gotta stop at midnight even though you really wanna keep going. But that's called having some goddamn respect for your fellow man.
(And if you wanna say Navane has no respect for them -- which is only natural, since they don't respect him at all -- well Navane can respect them by letting them party until he has to sleep. You think their noise won't be a pain in the ass if he's trying to do other stuff besides sleep? But when it starts killing his sleep, and he HAS to wake up early the next morning, then like I said, they don't HAVE to party that late so obviously they are the ones who have to stop.)

so bill, if there are apartments where people have been partying most nights for the last 10 years (ive stayed at such places... lack of research on my part), you expect everyone to stop because some student there wants them to?
I am not saying this is such a place but when a place has a well defined norm, it's ridiculous for someone to come in and think they get to say what does or does not fly.
When you move into apartments it's your job to find out what the place is like. To ask your landlord about noise(and a resident or 2 if you are smart). And then, if it is contrary to what your landlord says, then do something about it.
Is this the only place he can possibly live? I feel for him and I have dealt with such situations myself, but sometimes your only options are to man up, move, or be a total dick and possibly get your ass kicked.

What's wrong with earplugs? To him it would almost seem like there is no partying going on outside of his room. Some causes are not worth fighting for, especially if there is an easy alternative.

Grow up and deal with it, it's your wants over the wants of a few dozen people at the party, although your request makes sense it's selfish. Ear plugs, pillow over the head, a glass of wine or a beer before you sleep, sleeping pills... All of these potentially help me sleep when there is a party upstairs or next door.

I think 0200 is late enough. Partying until 0730 is ridiculous.
Just give them a standing warning that you will always call the cops after 0300 or something.

If he can move then I 100% agree with it, even if it means moving someplace that's a little farther away from his school/work.
Asking the landlord about noise wouldn't help, 'cause they'd just lie and say there is no noise. Asking the existing residents about noise would've been a good idea, and if Navane failed to do that then yes that was a big mistake. But does that mean he should now have to pay for that easy-to-make mistake repeatedly for the next x months? And maybe he rented this place from online or via phone, in which case he would have to take the landlord's word for it.
As for the first part: if this really is an apartment complex where essentially everyone goes to the parties, then I agree with you and Navane should move out asap. Good reason for him to talk to the other residents about it.

No, you don't have a right to stay up until 7:30 in the morning blasting music so nobody on a normal schedule within 300 yards can sleep. Didn't your parents teach you any respect?
