I suggest asking them kindly (ask the host). a) Try to reason it out, ask them to keep the volume down, and that you're not the only one affected by their party. b) If things get rough, just leave. Who knows what drunk teens may do to you.
If you have encountered scenario b), proceed to do the following: Wait for a few days Short their circuit during their next party Sleep with happiness
or
Do something crazy like what happens in Saw.

-orb- I am aware of that. That is the fucked up thing of the situation. People do weird things when they are violently kept out of their sleep.
If you think home is the place you go to where you can rest and be yourself; you're only half way right. It's when you sleep when you relax and can let go of the things and be yourself.
We have an expression which goes something like "tommorow is another day". When you don't sleep, there is no tommorow.
Also: the people at these parties get enough money from mom, dad and the state so they dont have to work. Because they dont have to work they have time to attend parties till early in the morning. But because they dont work, they dont have enough money to go to a proper party in a club or something.
I work, I go to clubs. But somehow they thing since they are lazy shitheads they can trow parties at home.

You should always be able tof ile noise complaints if it's effecting your current location. Why would it not being your apartment stop it from working? Otherwise, cutting cords to an amp will probably get you caught and your ass kicked. Don't be a douchebag. Get ear plugs if you can't call the police. If they wont do anything then there is a chance you're overreacting. If it was really loud enough they would do something. I'm sure the NL aren't retarded.

Private parties tend to be more fun than parties at a club, IMHO; no bouncers, no expensive drinks and you control the music. If you were surprised by this extensive partying, perhaps you should've looked a little closer when you bought/rented the place. As people have already said living in an area with college students you have to expect parties.

Yeah there are legally enforceable noise restrictions where I come from, and I imagine there are similar rules in most civilized areas.
Tolerating loud parties once in a while is completely fine, but when they are sufficiently frequent so as to seriously interfere with your sleep of course you should do something about it.
Right to physical/mental health supercede "right to party" - I'm really surprised to see something like that on this forum.
OP is obviously not serious about vandalism - he is clearly cranky because he has not had a lot of sleep.
So yeah I'm in support of warning followed by police, or earplugs if police are not a possibility.

Get ear plugs. I'm pretty sure nothing you do short of actually murdering them or having them incarcerated will permanently stop them from partying. Ear plugs are cheap and will benefit you in the future. If they're by some ungodly chance still too noisy, keep a noisy fan on at night. Make sure to do your homework before buying too. Just common sense.

So, maybe apartments are different there than they are here, but let me get this straight... you went into their apartment, turned off their music, and walked out just fine? And you think these guys are unreasonable? That would have gotten you smacked in the face, at the very least, at most parties that I've been to.
Anyway, there's no need to mess up their stuff when a call to the police will shut down a party pretty quickly.

Go sleep at your gf's, that 's what I do when I know they're gonna have a party and I really need to sleep. Most of the time I don't mind the noise, though.

all people suggesting earplugs must be silly and/or have never dealt with the situation of trying to sleep among heavy bass and loud screaming/cheering whatever my friend, who's a very light sleeper, bought a box of industrial-strength earplugs (cuz they only come in packs of 100pairs or more for about $50 US), so he gave me some to try it out. if there's a party nearby, they do fuck-all to help you sleep. (nearby as in, say, directly above you). i can't even imagine how terrible normal earplugs must be =/
and yeah, actually going to the party and enjoying yourself is a viable solution (unless you really need your sleep, in which case you're sol)

To people who are accusing the OP of being a jerk... YOU DONT FUCK WITH SOMEONE'S SLEEP. That's a basic need. It comes before your desire to slap asses with a bunch of losers. Sleep. Shelter. Food. If someone has a party and they destroy your home, you're going to be mad. If someone has a party and they eat all your food, you're going to be mad. If someone has a party and they kill your sleep, why is it suddenly different?
I'll admit, ideally he shouldn't be living with college students in the first place if this is bothering him, but I'm sure if he could live somewhere else he would. Fuck what a bunch of idiots living off their parents money want. If they had work and studied, they would want to sleep at night too. There's no reason they can't go to clubs if they want to be noisy jerks.
