I am playing the mogul hero type. The guy who attacked me is part of the alliance called UWA. (Ultimate Warbook Alliance) which has 1963 members. They're also allied, (or he knows people) within the alliance called T-R which has about 42 members. It's members of T-R who are attacking my kingdom. I've sent out a message to the leader of UWA about this guys misconduct, but he hasn't replied yet. However it seems that members of T-R know the circumstances, but are still siding with the guy who attacked me first. There hasn't been any attacks that I know of from members of UWA, apart from this guy.
The guy who attacked me is a level 22 General. His main co-helper, who is also attacking my kingdom is the leader of T-R who is a level 18 Mogul. So far, it's just been him and about 3 or 4 members of T-R doing the attacking. All I did was send out messages to explain my side of the situation, which has completely fallen on death ears by the attacking party. I am starting to think, they just like the idea of punishing other people and ruining other peoples game play.
You can check out their alliance policies as well. I'd highlight the part where 1 or 2 attacks is OK, and for T-R, that they attack people who gang up on lower level heroes. Hint: guy who attacked me is higher level than me.

BTW, the attack log is below (excluding the initial three hits and the fireball i cast on him). He chain attacked me so much that it got cut off from my history log.
The chain attack started because he forgot that he attacked me first. I haven't attacked them back yet... It's a one sided game atm. They believe I am a coward because I haven't attacked them back, but the truth is, I tried diplomacy first. That doesn't seem to work. I guess this one  works better. :p

According to your alliance rules, you chain attack heroes who chain attack other allies supposedly of lower levels. However i was chain attacked 3 times by you because I fireballed against an ally of yours (who is a higher level hero than me) once in retaliation for a chain attack that he started, and he has since ganged up with others who have attacked me 16 times since. I never attacked your ally more than once, and that was because he chain attacked me, so the chain attacks by your allies are uncalled for. Pls refrain from making decisions without proper evidence next time. I have notified the alliance leader for ### and @@@, who should sort this out. (Comment: Alliance leader hasn't replied yet to this day. Maybe he's on holidays or something :/)

Maybe you only had one side of the story. What ************ **** didn't tell you, is that he attacked me first. THREE TIMES. Maybe he forgot who he attacks, but three times is more than just warplay. That's bullying, and he won three times and stole a lot of money from me, so I fireballed him back once. Both of you have attacked me so much, that the fact that he
attacked me first has gone off my history log page. So convenient huh? I've logged a complaint with the alliance leader to sort this out.
