Right now, muggers are more or less gone (and bandits are either dead or integrated into the government machine), and the thing you have to be aware of are pickpocketers. Here comes the first russian rule:
Whenever someone smiles at you, check your wallet.
However, I've had an incident recently with a subway robber (a guy who grasps a woman's purse and runs out of the train like mad right before the doors close), he was doing his job but the girl he robbed was fast enough to run out of the train before it departed. I stood in his way and just acted as an obsactle. He didn't expect resistance, apparently, so, even though he was like 1,5x larger than me, he just stood there with hands loose while I was taking the purse back. He realized how stupid he was about 10 seconds later, broke free and ran away.
These fuckers don't expect resistance, physical prowess hardly matters. That's unless we're talking about crazy marijuana niggers in Harlem, the best thing you can do in that case is indeed comply and hope for the best.

I believe him
To the OP, I don't think turn on the music louder and pretend not to hear is a good idea. You must be aware of what is happening around you in case you must start tu run/defend yourself. Just pretend you do not hear, but actually you must be very aware.
I get mugged everywhere I go to, with different outcomes, from being a hero to being beaten up. I have a magnet or something for that.
Thats probably far from the smartest thing to you. "Oh no, hes not responding to us; dont mug!".
Most of them don't want to fight, and are actually weak from my experience they just look for somebody who would give them money without any trouble. People had tried to mug me only couple of times, I once give money when I was like 14. It depends on who try to mug you most will give up after some talking I never fight whit any of them I just told them that I don't have money and I got little aggressive (verbally) when they want to search I give them reason to justify of giving up (no reason to got in trouble whit he he may not even have any money, we better look for somebody else), reason don't have to be very logic any is better then none. I never meet anybody that try to mug that I would be really afraid of. I laugh in face of 2 of them and just walk away becouse they were smaller them me and looked weak, they did nothing, they didn't even say anything after I start laughing.

and EVERY time i get out of a cab i always check for phone/wallet
Same here, Im paranoid as hell about getting shit stolen. Especially in pickpocket-infested area's.

that is so true here in the philippines...you HAVE to give something when you get held up...cause if you don't they'll think you're tryina pull a fast one on them...so you either end up getting stabbed or shot...muggers rarely work alone here so trying to put up a fight would be suicide...unless of course your as manly as reach
Holding your hand on wallet can make somebody more willing to mug you because it looks like you have allot there, also it looks you are afraid of being mugged and that can be seen as weakness. I only do that in very crowded places.
Compare to muggers in china this is nothing. i came across ppl that would shout stuff like "stop or i fucking kill you" and they would search your underwear for money -_- those assholes are much harder to deal with..
Muggers in China are likely physically pathetic and you clobber them if they attempt anything silly.
Basically, I ignore them for as long as it's practically safe. I don't respond physically unless absolutely necessary, but I would sooner punch a mugger than submit to threats.
Substitute mugger with mother for the above paragraph and you get a fairly decent summary of my family life.
My own experiences with mugging: None.
Although some related experiences occurred.
In Kingston I was assaulted by a crazy man, not over money but over my "disrespect to him," or some such thing.
In Prague I was approached by a woman who told me she would give me a blowjob on the street for 200 Crowns, and then tried to reach into my pocket for my wallet.

One quiestion. How old are you? 1990's were the climax of banditry in Russia, but you may as well be born, for example, in 1994, so that you never remember it.

Do you have any first-hand or second-hand experiences of this phenomenon? Curious, as a matter of history.
Even though you say you have never been victimized, I assume you saw things which made you conscious of this fact.
Bascially I am interested in the issue of social cohesion in the stage of political breakdown of the Soviet state.

Short answer: They've told us for 70 years that the capitalists were pigs, and then they said: hey! let's all become capitalists!
Long answer: I am sorry but I am studying and I don't have the time nor the skills to make an appropriate presentation. Would be a very interesting subject though and I would like to discuss it maybe in another thread.

Speaking on the experience, I've been bullied a few times by random older kids on the streets when I was a kid, but that can be hardly classified as mugging.
However, one of my friends has been abit less lucky - he ran into the wrong guy and was basically hunted for about a week.
Another one of my friends was an eye-witness of a different thing in the higher classes - he was sitting with his friends, drinking beer (ah, the sweet times when drinking in public places was not prohibited and noone cared if you're 18 or not) and saw two girls coming by. They've thrown some pretty rude comments about the girls' appearance, the girls went by. Later he went for a piss and to by cigarettes and when he returned, he saw his friends lying on the ground in puddles of blood. When he was away, a black Cherokee stopped near the place, two guys with baseball bats came out and pretty much fucked everyone. Probably not bandits, but still says something about the mindsets of the time.
Murder has been reported near my house twice, there was a time I heard gunshots.
And of course the neverending TV reports on businessmen blowing up in their cars or, even more commonly, shot down by a killer when nearing the doors of their flats. Businessman was a very dangerous profession back then, keke.
There was a widespread joke about school juniors:
- Hey, Misha, what are you gonna become when you grow up? - A killer.
Well, that may sound overexaggerated, but 1990's in Russia were pretty wild.
