As a non-US person the first thing I think of when I hear Second Lady is Trump's current second lady since I have heard about First Lady but never second. (Though he is very old, so might not have a second one any longer.)
I did google it and found out Vance was married to an American woman with Indian background. Was not clear without looking further if that was native American, from the country India or from the Indian sub-continent.

The legal system often doesn‘t work as people are taught it does.
There‘s often secondary interests that overshadow the primary interest that is to prevent the crossing of certain borders a society has declared illegal.
For all we know the countrys own stability is the secondary interest that takes precedence when people in power have violated the first interest. And it could be people from both parties.
A lot of the time the whole law-and-order act is a measure to give people the feeling of safety back.
The laws interest is primarily to keep the peace but it also means it can be blackmailed by those with the capacity to greatly disturb it, which might be why Epstein had to die.

Not of Indian extraction, she declared that he was a Muslim and was therefore ineligible. He's not a Muslim and Muslims aren't ineligible but he's nonwhite and so she declared him Arab and therefore Muslim. It was a bit of a shock to him to learn how they see him but he has now accepted his role as their lesser.
