believe me, if someone with a minimum of self-esteem thinks it's time to make things clear you're not gonna laugh. if you're really dumb (or immature, or a mix of both) enough to laugh at the person directly, at best you'll get a punch in your smiling face.

Give us some dirt on this guy, other than the fact that he is white, because, for reasons that RamenStyle pointed out, that might not work out in your favor.
After this long, the only thing you can do is escalate it until he chooses to stop. Once he realizes that you are willing to take action to bring this confrontation to an end, he will more than likely stop, or at least slow down.
