Pulse omen/navy omen will probably be the new go to solo/small gang ship used in combination with ishtars. Training for T2 pulse lasers puts me 21 days out of the way to Ishtar, training for T2 railguns puts me 20d out of the way. Is it at all viable to go droneboat (Vexor > ?, unlocking Garde IIs first) while waiting for Ishtar / fitting skills to train? If not, why would I want pulse over rail? Looks like rail has a lot more range so may be safer for PvE, pulse seems like it will be more efficient for PvP, am I on the right track?

rails are garbage either way pve or pvp. If you want to do PvE with gallente ships use drones.

I want to do PvE only to the extent of experiencing content / having something to do while I am not PvPing. Would like to be able to PvP ASAP. If I have to go 21d out of my way to Ishtar for pulse I will do so, just want to make sure it makes sense. Also I do not care about gallente vs whatever.

well how I see it is this, skilling into gunnery skills in the beginning will allow you to participate in pvp and pve content fairly quickly. Drones are imho a flavour of the month weapon system and I dare say the Ishtar is bound to be nerfed sooner rather than later this nerf is probably going to happen through a nerf to sentry drones. So with that said skilling medium and large pulse lasers gives you a very good PvE and PvP weapon system that has great ships in the Omen and its variations to go with it for pvp puposes. and I think lasers are also a stable choice for pve content.

No, it's a smaller version of the heavy pulses. You can't fit heavy pulses due to fitting requierements.
