I don't know that the faction web and T2 rig are justified. Losing the faction web, T1ing the Anti-EM Screen Reinforcer, adding a Processor Overclock Unit and you can fit that same fit with a wu-1003 and an ee-601 (dirt cheap), birnging the whole cost to under 250m (including implants) without losing any real efficacy.
Edit: Maybe I can see the reason for the rig, but I honestly don't know why you'd stick a faction web on there or use a (third) resistance rig and 250m isk worth of implants over a cheaper rig/implants. With no prop mod the web is only going to serve to slow down things under your guns so your drones can finish them (extra range/slow from faction will be negligible). I'd probably faction fit the disruptor before the web.
If you wanted to spend another 250m on implants, they'd be well spent on LG crystals over fitting hardwirings.

If you wanted to make it the shiniest loot pinata in the fleet, you can push 10kdps sustained tank. Faction Co-Proc makes miracles possible.
Edit Over 12k dps with heat.
Will set you back about 2 bil for the ship and another bil+ for Crystals though.

its also worth noting they transfer cap charges from the ship taking less damage to the primary, without that he probably would have died right at the end of the fight

It has been a while since our last Dev Blog about ship balancing: we´ve hosted Fanfest 2012 and released Inferno in the time that's passed. We deployed the first batch of overhauled frigates with Inferno, collected a lot of player feedback and thus gained experience in the process.
Now that we've had a good glimpse of how the new balancing system works in practice, we want to speed things up and deliver the following for winter.... TL;DR Some upcoming frigate changes, then ORE ship changes (adding ORE frigate), then destroyer changes (balance, and then more destroyers), then BC changes eventually. + Show Spoiler +
