Somewhere along the way, I decided not to do that anymore If I find a XP book, imma use that XP book. The only exception beeing, I do it fora very specific goal/ reason like in GI when I'm going for a specific character and prefarm for it

Speaking of Mora, I have "workable" artifacts for most of my characters now. I also just got an amazing 4pc crimson witch set for my Yanfei, I leveled those up and she's sitting at around 55CR 150CD - each artifact has at least one more substat increase yet to give. I probably have about 6-8 characters whose artifacts are leveled. But I'm at the point now where I just want to start leveling everyone else's artifacts up, though there's no way I have enough Mora to do this for all of them right now. But that's not what's making me anxious, I run out of Mora all the time. What's making me anxious is the thought of throwing away all of the other artifacts I've collected thus far in order to do so. I have probably about 500 artifacts right now, most of them 5-star, but I've normally just burned through some of them here and there as I would have the Mora needed to, or as I would complete someone's artifact hunt.
As to others in here, have you ever been in this position, and if you were, were there any artifacts that you refused to use? Obviously a CR/CD circlet or a DMG Bonus goblet main stat are the most valuable, but I've kept most of these 5-star artifacts around because although they did have CR/CD substats, many of them are HP sands or ATK goblets, shit like that - but with some form of crit substats. Should I feel bad about depleting all of these? What would you keep if you were going to do this?

The majority of an artifact's value is based on the main stat because the increases are so large (and guaranteed). If the main stat is wrong, the artifact is basically useless. Set bonuses are typically not worth having bad main stats, though exceptions exist like VV.
Goblets in particular are safe to dispose of. Anything that isn't elemental or phys dmg is highly suspect. Circlet is also a fairly easy one to narrow down because most characters will want crit. Sands is pretty meh, so there is value in non-ATK sands for some characters.

I'm not hoarding the XP books deliberately, it's just that I don't have the mora currency to be able to freely be able to use them. I'll be using at least 249 exp books and 1 million mora as so as I try to level up a new character to lv 80 anyways. Speaking of which, how do reruns in gatcha games work? Will Zhongli get another rerun or are one rerun the norm? Or is it totally on the whims of the company?
You shouldn't be afraid of using up artifacts if you don't think you will use them. Afterall, that's the main point of farming them; to be used to level up the artifacts you want to use. I try to keep the best of that mainstat per each artifact type and slot. At this point I've pretty much reached my artifact cap of 1000 with 5* artifacts and I continuously upgrade artifacts to create a buffer space so I can gain new artifacts. Probably not a good example in my case. Maybe I do have hoarding problems.
In theory any artifact stat can eventually see use since there are many support characters which rely on DEF, HP, ATK that they need to best provide that support ability as they don't provide damage directly. And Sucrose should in theory want EM artifacts. Looking at my character roster, for goblets, my Noelle and Xinyan have DEF goblets, Barbara and Diona have HP goblets.
The most important thing in planning artifact mainstats for your characters is whatever is unique for that slot. Energy Recharge is unique to sands and CR, CD and healing is unique to circlets. This doesn't mean you should choose those mainstats for those artifacts though.

Thank you both for the advice, I did expend most of the "common/defensive" main stats (other than the ones my Barbara, Diona etc are already using) and it seems like I'll be farming almost just as long to level them all up as it did to get to this point. At least now I can feel a little more consistent progression, having finished playing genshin bingo with my artifacts lol. Now I need to decide on which domains to farm on to get fodder. The BC/Noblesse domain is always nice, but this new one with pale flame seems really good too. Maybe I'll alternate.

I think rerun's will get less and less since we are getting more and more characters. So if you want a Zhongli, I would not wait and hope. Maybe they'll change to more banners simultaneously in the future. Who knows.
Artifacts: I only keep the ones with extraordinary substats (like a feather with ATT % + CD + CR). Chances are you won't use any of them (the hoarding problem ^^ ). If you run repeatedly into the 1000 border, I would just take the artifacts with 3 good substats and 4th unknown and unlock it. This way you know for sure and it's almost nothing wasted.

I have a 1000 artifacts as a side effect of looking for good artifacts so I don't have any artifacts with three good substats that I would want to upgrade. Once upgraded their best use will be as upgrade material for upgrading other artifacts at the moment since there are no characters for them. For instance I don't have a Geo or Hydro dps character, so it doesn't matter if I have amazing Archaic Petra or Heart of Depth artifacts. I am currently upgrade junk artifacts to make space so that I can look for good artifacts.
I'm not keeping them because I want to but rather that it costs mora to upgrade. It's not like Mora grows on trees. Wait. Actually they do in game. Nvm. it's a bit of a problem that they capped how many artifacts you can have as once you reached it, you have to spend mora just to lower the artifact count just to keep farming artifacts.

EDIT: Yes you can destroy 1* - 3* artifacts and get Mora from it. I wouldn't advice it but if you are maxed in artifacts and starved for Mora, it's an option

I know you can consume artifacts into mora, I'm pretty sure I mentioned it here ages ago. Better to use the resin equivalent in claiming the gold leylines than to destroy the artifacts for mora.
Anybody been playing the windtrace event? An interesting game, and it's set up so you never need to win to gain all the rewards. Took a while to understand it especially since you can't see what the abilities do whilst during the game. For some reason, as hunter when I tried to capture baits, which I knew was a bait because they plonked one down in front of me I wasn't blinded. And nothing in the game tells you that the hunter can see you at the preparation time. I had a guy disguise and hide right in front of me.
Shame that the maps for it doesn't seem to be properly tested out. Some maps are terrible for the hunter. Since you can go up the Dawn Winery roof and there is only one way up, through the front, it can be impossible for the hunter to capture them all. There is a cliff that can be scaled up in the wuwang hills area which means that if you spot a hunter going up it, you can jump off and not be caught. Since the prey can see where the hunter is on the minimap, you can forever go round in circles where it foggy on Wuwang hills or round big pillars and houses elsewhere and never get caught, until the hunter can pick up the secret favour that drops. Even then as long as there are still two prey left, the last one never need be caught. Everytime the secret favour highlighted me, I've been caught and every time it has not and I am in a good position I have won as prey. Too much RNG in this case, feels unfair. They shouldn't had made it so you can see the hunter on the minimap. And also made the hunter secret favour apply to all the prey, not just one of them.

The event lends itself to some incredibly degenerate strats.
To get the no disguise achievement, I climbed one of the dozen trees in the area and just stayed there the whole time. The foliage is opaque until you get close, so it's basically impossible to tell you're there unless you have mysterious hunch or you glide down from the cliff. And even then, the tree's so tall that you can just glide/invis as the hunter tries to scale the thing.
I wonder how long they playtested this.

I tried it today. Won all 3 as rebel. The area with the trees seems super unfair to the hunter lol. By the time the hunter guy saw I was up there I just waited for him to climb up then glided off. One of them I lived because the guy did his capture/reveal thing on the group of objects I was hiding among but he was just short of my box to capture me and moved on. The Ice cavern seems more favorable to the hunters and in that one the hunter did almost win (the other 2 were comfortable Rebel wins).

If anyone is interested in Eula is is wondering whether Prototype Archaic or Snow-Tombed Starsilver is better, I ran a quick calculation and Snow-Tombed is better by 2% which is a minimal difference. This excludes the effect of the passive ability which needs frame data to work out the effect of properly and have many variables.

Here are the banners that will come in about ~2 days Eula has a nice design, but I am not at all convinced she won't be just a Cryo Diluc... besides, I don't have any weapon I could give her.
I might just save up now until Amos' Bow comes back or Wolf's Gravestone, maybe Staff of Homa. I really need better weapons.

So it's the last day (more like last 12h but whatever) of the Twisted Domain trial thingy and I'm having flashbacks to the hypostasis event. But it's even harder. The first of the 4 was absolutely horrific for me, I HATE geovishaps. All kinds of em. EVERY. SINGLE. ONE. Is it just me or is MiHoYo's answer to players wanted harder content to just throw more vishaps at us? Fuckers spend so much time underground, impossible to be hit it's not even funny. Maybe I need to level up some geo characters to wreck them better?
Overall the Ruin Guard/Hunter was by far the easiest for me.
Anyway, from what I can see, despite having farmed trinkets for my 2 most used supports (XQ and Bennett) I feel like overall I have not pregressed. This content isn't any easier than the hypostasis for me.

Well first off they're harder than the hypostasis, so yes. The other thing is artifacts only scale so much, so it's otherwise mostly team comp and play, for better or for worse. IMO anyways.

Difficulty wise, I would rate it like this (easy to hard) with my points. Didn't try further after getting to almost 21k
Ruin Hunter/ Guard / Grader (7k) Hydro Lector (5k) Fatui (5k) Vishaps (4k)
Team power wise, I'd say since getting a Zhongli my team power had a huuuuge boost. Playing with perma shield makes the game sooooooo much better because you don't have to deal with constant stagger effects, which is the most annoying thing in game.
When you are done with artifacts for your top 8 and somewhat happy with the stats, I would go for weapons next. This will be my next step, too. But I'm still in the progress of building a No 9/10 for niche pick situations first Team 1: Hu Tao, XQ, Alfred, Zhongers Team 2: Childe, XL, Venti, Benni

Character availability matters more than anything else. The game becomes infinitely easier when you can straight up ignore its mechanics. It's why Zhongli and Ganyu are both meta - the former lets you tank everything, and the latter operates from beyond most enemies' effective range (also freeze). Any gaps in utility have to be compensated for in raw damage or skill.
I've said this before, but I don't know how people put up with any of this stuff on mobile. There are so many control issues (swap order, swap and input lag, accidental bursts, the break freeze button is in a terrible location, etc.) and WL8 shits out so much damage that anything difficult becomes borderline impossible. I still do dailies on mobile every so often, and it's not uncommon for a character or two to just die to random mitachurls. I can't imagine having to do the events with these controls. Are mobile players just running Zhongli now or what?

I thought mobile is just for choping wood?  And even then, 50% of the time I'm climbing the trees I wanted to chop
