Use a Ditto with the right IV spread for the Hidden Power you want, and breed the correct non-31 onto it and RNG the 31s. Use an IV calculator, IV check person in Kiloude City and HP Person in Anistar City to see if you've RNG'd something flawless.
It helps that in XY the IVs of a Pokemon and Destiny Knot are determined before the parents are placed into the Daycare Centre which creates a way to force certain IVs. See this for more information.

That's exactly how you do it, and then you go to battle institute to check and make sure its a 30 in the stats you want and not a 2.

There's also a guy in Anistar (the person who gave you the Hidden Power TM) who will tell you directly what type Hidden Power a pokemon can use. Granted, I don't think he mentions attack power, but if you can keep track of most of the 31s, then it should be a reliable 70 power.

I was gonna do this with Mario Kart, but the Target 2DS + Pokemon X bundle was $120 (the same price as a 2DS with no game) so I just got that instead 
Also, despite me owning the current gen game, I'm not gonna bother RNG abusing this shit, I did it back in HeartGold and I'm over it now.

I just picked up 3DS, Pokemon Y and couple other games (FE: Awakening and Bravely Default). Been like 13 years since my last Pokemon game (Silver) and I'm couple hours in on Y now and it's not tingling my nostalgy senses as much as I was hoping for so far. Guess I still got time to learn to enjoy the game.
I might just be overthinking and ruining my fun that way by using google everytime a Pokemon is trying to evolve or has to forget a move to learn a new one etc...
And theres like 600 Pokemons now that I don't know by name or know their type. I was kind a looking forward to the online matchmaking but now that feels really distant.

I'm playing this one completely cold: not looking anything up till after the elite 4. That's making it more fun for me than min/maxing and RNG abusing HeartGold was.
You can actually look at every move now and it will tell you its power, accuracy, and special effects, which is all you really need to know about it.
On another note, I too just got a 2DS and FE: Awakening, and if you can get past the 6th mission on hard/insane without letting either that mini-mage or troubadour die, you are a better man than I. Been stuck there for hours with bad luck/deficient strategy.

Wait, do you mean chapter 6 or chapter 5 ?
If you mean chapter 5, I saved them this way: + Show Spoiler +I simply used a Rescue staff to teleport them down the hill, you should have one at this point in the game afaik.

+ Show Spoiler +have ricken pair up with maribelle, go to the edge of the cliff, use rescue, Lissa will always have enough magic to get in range, she can sometimes even reach the event tile.
FE:A is an absolutely incredible game, Priam's paralogue was the most fun I've had in an srpg mission in a while.
