it's going to be like ~50-100 of your regen, typically Blood Rage is phys degen as of 2.0. Endurance Charges e.g. help. Armour doesn't though since that only mitigates hits.

The patch is 1.6 gb. That seems awfully large for just a balance patch.
The currency tab extension should've come for legacy really. It was so annoying during legacy with coins, breach splinters and what not.
I am confused by the Vinktar's text. Shocking nearbby enemies should cause 50% increased damage taken. Is that to say that it's a nerfed version of shock that is overridden or overrides say vaal lightning trap?

It's basically irrelevant for most builds, except those who really liked the shock from it.

Orb of Annulment sounds mostly worthless, more of an item you use when Chaos spamming Hubris or similar things. You basically want to use it on items with 1-2 insanely good mods but a couple trash ones that block a mastercraft if I understand it correctly. I don't see any massive advantages with meta-crafts here either.
Orb of Binding sounds awkward as hell since it's basically a potentially better Alchemy.
Orb of Horizons sounds great to fill up your Atlas. Also makes things like farming Guardians much easier potentially.
Engineer's Orb depends entirely on how good the quality bonus is, I'd assume it's much too bad to be worth it in practice considering we'd have to scour, use these and then roll the box. Maybe for Cartos/Diviners but that's about it.
Ancient Orb sounds like the ultimate troll item since I'd assume the distribution is still the same. We should check how many uniques there are that are extremely expensive but have only two potential uniques for the same base. Knowing GGG this can't roll the same as you already have so...

Mirror, Exalted and Regal shards sounds like a rework of vendor prices to me personally. Need to maybe play around, there could be a mirror shard recipe in the game now.

EDIT: I actually really don't like this change now that I think about it, despite agreeing that flasks are overpowered.
The issue here is that by not nerfing the flasks power, but simply reducing uptime, they are basically widening the gap between the absolute highest tier build/gear and lower tier.
The issue is basically that if your build can kill the boss during the uptime of the flask, you gain a huge benefit and a super fast kill. The moment your character is unable to compete the kill during the flask uptime, your time to kill skyrockets, the boss becomes much more dangerous, and the benefit you get from even having the flask equipped drops immensely.
So basically we have all the less geared regular builds struggling through content, its not even worth it for them to use a diamond flask (or maybe not even crit), because it only increases their overall dps a tiny amount due to uptime.
And on the other hand we have the highest tier builds using crit and diamond flask, who now get like 30% more damage and can do a shaper phase in around the uptime of their entire flask set.
Basically every second past your flask uptime it takes you to kill an enemy, the less benefit you gain from equipping the flask. The rich get richer, weaker builds get basically nothing.
If you can do a shaper phase in 5 seconds, a flask giving you 30% more damage gives you 30% faster TTK.
If you take 30 seconds to do a shaper phase, the flask gives you 5% faster TTK.

Orb of Harbringer (gives you +1 map) is interesting. You might be inclined to use it to fill out your atlas, but it's true cost should settle to be (cost of T16 map - cost of T15 map), which can be anywhere from 5-15c

Yeah, not a fan of the diamond nerf. 40/80 or maybe even 40/60 would have done the trick. This way I'm doubtful critbuilds are even viable starters anymore.
Also I misjudged the orbs completely, Annulment is pretty nuts.

If the game moves towards a direction where flasks are *literally* temporary buffs with minor exceptions then I'm all game. I'd argue that by the point where your build can kill a phase in five seconds there are other things wrong balance-wise that should be addressed in the long term (just kidding, they won't).
My ideal scenario would be fights that last ~20s with ~10-12s of total flask uptime or something similar. Add some more loot and that'd be my perfect bossfights. Maybe even longer than that, assuming rewards get tuned up.
The awkward thing now is that for Diamond Flasks specifically only one use doesn't touch things like EK nova at all where it counts but it might be enough to push builds away from crit that can't clear whole screens in seconds.

For bosses you weapon swap ED (or use it in a 4L), Wither Totem, Vaal Lightning Trap. You'll be fine. Note that you're assuming a +3 bow and lvl 4 Empower so you're probably more looking at 30-35k damage. Also not sure if you played CA before but you might want to consider a little bit of pierce or +1 arrow reasonably quickly.
The ED/MoM/RF dream currently looks like this but I'm not satisfied at all. Pool could be better, points are too high, mana regen isn't fixed yet. But then I'm also at 40k for both ED and RF each and I'm assuming a 5L. Not really sure where to drop damage either, it's not like I'm getting many nodes in the first place. Essence Worm PoF and Clarity on Mana is probably the only way to make MoM work as well.
Skipping Duelist for Templar also doesn't sound too stronk, not sure all in all.

Wow... they made arcane surge worse somehow. At lvl 1: 16 mana to proc, 10% cast spd / more spell dmg, 0.5% mana per sec. At lvl 20: 200 mana to proc, 17% cast spd / more spell dmg, 1% mana per sec. This means that you just keep it at level 1 or however high for 100% proc rate (for me I use orb of storms). Thanks GGG, I'll take my free arcane surge to the bank
