Top 3 charge characters at the moment, imo, is: Dictator, Boxer, Honda. Dictator can run away pretty well, Boxer has ways to get in and put on pressure and Honda still packs good damage, but has some bad matchups, imo. I don't like Filipino Champ too much, he always chokes under pressure. I like Arturo's Sim over Champ's. I'd love to see Clakey get on Complexity, that would be sweet! His Ibuki is quite impressive, nerves of steel. I feel Clockwork does ok in Marvel, but it's so hard to gauge levels of skill when not all the top players are competing. Really curious to see if they can resist the japanese heat that is Tokido at Evo this year with Marvel. I say he's taking all their monies :D Some interesting matches: http://iplaywinner.com/news/2011/7/2/ssf4-ae-replays-of-kazunoko-second-highest-ranked-yun-beasti.html

As well as new age arcade machines such as Blazblue CS2 and TTT2 afaik. Large factor in console patching iirc is how you need to jump through an entire circus of hoops to release a significant patch for a game on XBL. Also personally, patching is overrated. You end up with a community that relies on developers to fix their problems rather then working it out themselves. SF4 updates every year, which is more than enough if the developer cared about balance.

Arcade Edition is runing on Japan for some time now. I do not have the insights to explain the why (I've not played any fighting games except MvC3 for some time now), but every top japanese player agrees that Fei Long, Yun and Yang are ahead at the rest of the cast. This is the tier lists by some of the most renowed players in the world. These lists are the most respected and used by the Shoryuken community. http://www.eventhubs.com/news/2011/jan/30/complete-ssf4-arcade-edition-tiers-daigo-mago-tokido/ And Seth won the SS, ok (the players was poonkgo?) Not because he is the strongest, but because the player did better in strategy, gameplay, execution and mindgames. EDIT This tier list is more up to date http://www.eventhubs.com/news/2011/apr/30/tier-rankings-super-street-fighter-4-arcade-edition-kindevu/
