Sadly there are hardly any fighting games at the Arcade itself. We organised a few tourneys there with our own xboxes and can use the venue for tournaments and meetings. My city has the most Street Fighter 4 players in the country it's just sad that the level of the players is not that high. I hope I can improve that by organising these meetings.

That doesn't mean it's only open to Korean residents, since not every region will have a qualifier.

you can play Guilty Gear XX #Reload. There is quite a scene for it in Europe. Also you can play on GGPO. Skullgirls is coming out on PC as well.

Really good advice. Honestly you shouldn't let any losses get to you, just figure out why you lost and how you can improve on it then move on. Competitive gamers would all be much happier if they could master that haha.

I'm looking at the Fukiage hitbox right now, and I don't see how you're going to hit a standing opponent with it. Even if they extend the hitbox to her feet (which would look very strange), that's probably not going to come up very often. It only has upper body invincibility too.
U2 being fireball invincible is okay. It already beats fireballs, the change would just make it even easier, though it definitely seems like something she didn't really need.
U1 nerf and health buff were needed (why can't they ever figure out the correct health for this character?). Can't really comment on the j.mk hitbox.
Overall I don't think it's nearly as big a deal as it may look at first glance. The buffs are mostly just slight increases to the utility that her moves already had.
That said: Did Makoto need to be buffed at all? lol.
I'm spoiled by Teamliquid. Improving in Street Fighter feels five times harder than Starcraft just because Shoryuken is a terrible resource for people new to fighting games. 11 of the 12 links I clicked in guides were broken, and a lot of them use abreviations I've never heard of, with no legend in sight. After a bunch of googling I found out what most of the abreviations are, but it's still difficult to find good resources.

The forum is old, and they recently partnered with some terrible company who changed the entire forum layout and stopped fixing issues halfway, leaving plenty of broken links and dead emoticons. It's not the community's fault. However, if you ask your questions in the character forums or Newbie Saikyo Dojo, you'll usually get multiple detailed responses within a day.

Look for stuff on youtube mostly
SSF4 has a lot of resources in comparison to other fighting games. It seems sparse at first, but then you realize that beofre this generation, there was no way of knowing about stuff beside finding it yourself / in your local scene.

Hmm, I didn't even think of the combo potential, mostly because I'm not super familiar with Makoto's combos. Does it really help her convert that much?
As for beating Dhalsim's s.HP, I guess I was assuming SF was the same as ArcSys games where head invincibility means air attacks only. If she really has invincibility from standing attacks while performing Fukiage, then yeah, that's way too good.
