Its different. You don't have real choices or a Open-World. Bioshock: Infinite is very linear with mediocre Gameplay. But the story is great. 10$ is clearly worth it.

Loved bioshock infinite, compare it (in a way) with Mass effect 1; Great atmosphere, great story, but with better visuals and gameplay, no open world, more linear than Deus ex. Check the Adam sessler review to get convinced
Its not like Mass effect 1, but from the games you listed it comes the closest.

It's a straight shooter in gameplay. The story elements are great but the gameplay is meh and straight forward.

Well I mean...I see all these people bashing the gameplay in Bioshock Infinite, but the gameplay is far superior to Mass Effect and Skyrim. I really don't understand the hate for Bioshock gameplay, the game is fast and fun as fuck. Sure it lacks strategy, but it's quick and entertaining, not boring and slow like so many "loved" games (DARK SOULS)

Play all 3 Bioshocks, they're incredible.
Well to be fair he's a fan of well non-linear games ( Deus Ex , Skyrim and even Mass efeect ) where you can straight up ignore your main objectes if you like for ages and still have tons of fun. You can't do that Bioshock Infinite. Depends on how you/he likes to play. And in the exploration sense Bioshock Infinitte , even more so than it's predecessors to be perfectly honest really disapoints . They show you this beatiful world and barely allow to explore any of it.

Dont have a US billing address and I'm paying in SGD rather than USD. SO i dont think I'll save much anyways since the amount i buy with will be converted to US currency.
I do however have funds in my steam wallet so that's why I'm considering whether or not to buy the vanilla or the GOTY version if its worth it.

Two of the DLC packs are disposable. Dunwall City Trials are what they sound like - they're challenge maps with no story content. You can safely skip that. The Void Walker's Arsenal are just some ingame items during the campaign - they're nice, but unnecessary.
I'd suggest buying the base game first and seeing if you like it. If you do, you can pick up the story DLC separately during a later sale, especially if you wait until past the Christmas sale when they might go down to a lower price point.
