You need to play alot to get Legendaries on all slots, its not like you get them free. Most legs are still pretty bad (mostly 2-Handers) | ||

The point is, and has always been, that as long as legendaries roll the same stats as yellows items + a legendary affix, yellow items will be strictly worse. A proper itemization would make rare items valuable for their raw numbers while legendaries provide gamebreaking effects, so that there is always a tradeoff. | ||

For the average player, there's a need for Blizzard to make the experience of getting a legendary feel good. Getting a legendary doesn't feel good if they regularly aren't upgrades and this has been a complaint about the game in the past. If you balance legendaries and rares to be of equal power, then consequently the legendaries you get will be downgrades as often as the rares (which is to say, most of the time). This is why the average power level of a legendary is higher than that of a rare. The side-effect is that many top of the line legendaries are better than the top of the line rares, but this affects a far smaller portion of the playerbase than the general need for rolling legendaries to feel rewarding. And because Diablo 3 is not a competitive game, there's not really an argument for the game experience for these players being more important than the average player. | ||

Finding a whole set of useful legendaries is something that maybe 1% of they players will do. | ||

After patch 1.04 (or 1.05, whatever) rare items were viable for 4-5 slots (jewelry, one weapon for DW builds, gloves...), then the crafting patch came out and there was some more options, mainly for bracers and shoulders. Everything else was legendary, so there was a certain balance that I liked. | ||
