I can think of a bunch of reasons why a WC3 remaster makes more sense. Wc3 and Sc2 are more different than d2 and d3, so they undermine their own playerbase less. The ARPG market is overall way more saturated than the RTS market, including the fact that PoE is as much of a spiritual successor to d2 as possible.
There are also all the problems related to the old age. D2 is a fairly slow game compared to "modern" ARPGs until basically endgame. d2 doesn't have very detailed graphics and a less noticeable graphics style, making it a lot harder to find the middle ground fans will like if you develop an engine. Much more nostalgia problems than with the comparably younger wc3 and more development in the market. Also lots of nudity which'd lead to a PEGI 18 rating.
I expect them to do a GoG release or a remaster eventually, but it's a lot more problematic than wc3.
