There's no way of knowing whether an item's stats are determined on drop or on identify, but it makes no difference, since the chances of getting any attribute is still the same. | ||

A friend of mine found a Stormshield in a chest in Act 3 with only MF gear on, the stormshield had maxed out block so it probably worth 10M or something. So yes you can find awesome stuff in there its all just RNG. | ||
